1-74 JArticle 19 To see if the Town will vote to accept the following By -Laws for the Town Meeting. Recommended by Finance Committee. Town 'Meetings Sec. 1. The Annual Town Meeting shall be held on the first Monday of'March at such place as the Select- men shall determine. The articles contained in the War- rant shall be acted upon at 8:00 A. M. and election of officers, all on one ballot under the Australian System, the same day, the polls being open at 1:00 P. M. and may . "dose at 5:00 P. M. i Sec. 2. The Warrant for all Town Meetings shall be directed to either of the Constables of the Town, and said Warrant shall be served by posting attested printed or written copies thereof at the. Town Hall, Post Office,, and at the Three Town Bulletin Boards, seven days at least before the day of such meeting. Sec. 3. All articles to be inserted in the Warrant for tan Annual Town Meeting be delivered to the Selectmen t not later than the tenth day of February of each year. i Finance Committee Sec. 1. There shall be a Finance Committee for the i Town consisting of five persons to be chosen at the An- a nual Town Meeting for the term of one year. The Committee shall choose from among its own members a Chairman and a Clerk. Vacancies in said Committee shall be filled until the next Annual Town Meeting by the remaining members. Sec. 3. All the articles in any Warrant hereafter issued for a Town Meeting, �� r"ems o N, , Sioxiso+ 44r �c[d shall be referred to the finance committee. The Se ectmen after drawing a Warrant for a Town Meeting shall immediately forward a copy thereof to each mem- ber of said committee, which shall consider all - the arti- cles in the Warrant and make such reports in print or otherwise to the Town Meeitng as it deems for the best i interest of the Town. Said Committee may consider such questions with reference to the Town affairs as they deem advisable and may consult with any and all officers, boards, and committees of the Town. The Committee may hold hearings if in their judg- ment it be expedient. The Committee shall perform such other duties as provided by statute. Aca ept ea as read " Article 20. To see if the Town will vote to divide Waquoit Bay and place buoys on the line of said Bay: to raise and appropriate $400 for the same. Not recommended by Finance Committee. To see if the Town will vote to give the Surveyor of Highways of the Town full and complete control and supervision of all works on the Highways of the Town of Mashpee whether the same be general repairs or special work or contribution and give him full control and charge of any and all road working ma- chinery owned by the Town, or take any other action, thereon. Said sum to be raised either in whole or part by taxation or taken from any available funds approved by the Mashpee Ad- visory Commission. Recommended by Finance Committee. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow the sum of $1445.47 for ordinary maintenance expenses and to offset the deficits in overlays, the provi- sions of Chapter 49 Acts of 1933 as amended or take any ther action relative thereto. To see if the Town will vote to authorize the Town Treasurer with the approval, of the Selectmen ,to extend for a period or periods not exceeding in the aggregate of six months beyond the maximum term pro- vided by law, for an original loan issued in anticipation' of the revenue of the year 1940' under the provision of Chapter 68 of the Acts of 1939.
