S Board of Selectmen Minutes August 21, 2017 APPOINTMENTS & HEARINGS Discussion of su lemental tax bills Jason Streebel Director of AssessingLCrai Maven, Treasurer/Tax Collector: (continued) In considering the recommendation of the Financial Team to rescind the tax effective in fiscal year 2019, it was noted if there is an overlay deficit in any given year the municipality must raise the deficit plus the new years' overlay on the next fiscal year re-cap. This may result in operational implications and require an increase in the tax rate and overlay. This legislation also requires the Town of Mashpee to grant abatements, which may create a deficit. With the municipal modernization act new homes may be subject to this tax and it may create a larger liability to the town. With a catastrophic event, such as'a flood or hurricane, residents have a right to request an abatement. Under the law,there is a mandate for the,Assessors to grant a refund of taxes. Mr. Streebel indicated the greatest liability would be from a hurricane causing considerable damage to the community. A brief discussion followed with respect to losing the ability to capture revenue with a new hotel or a. very large home if this act was rescinded. Town Manager Rodney C. Collins indicated he follows the recommendation of the Financial Team unless there is clear reason. There does not seem to be any reason to not support this recommendation. Motion made by Selectman Cotton to vote that the Town of Mashpee reject the provisions of G.L. Chapter 59, Section 21), which impose a supplemental property.tax assessment on certain. improvements to real estate constructed after January 1 once an occupancy permit is issued,for fiscal years that begin on or after July 1,2018. Motion seconded by Selectman Gottlieb. VOTE: Unanimous. 5-0.
