6 <br /> Board of Selectmen <br /> Minutes <br /> October 30, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Mashpec TV Annual Report.: <br /> The Board of Selectmen reviewed the summary of the Mashpee TV Annual Report for fiscal <br /> year 2016. In conformance with the Agreement between the Town of Mashpee and Mashpee <br /> Community Media Center, Inc.,the full annual report for the period commencing on January 1, 2016 <br /> and ending on December 31, 2016 is available for additional review in the Office of the Town <br /> Manager/Board of Selectmen. <br /> The summary contained highlights on the expenditures, and programming on all three community <br /> channels. Notable events include the opening of the Mashpee Middle/High School studio in the next <br /> few weeks, continued programming and the increased presence of Mashpee TV at many local events <br /> and activities. Bill Nay, the General Manager indicated there is also a complete archive of Channel <br /> 18 for the past two years. <br /> Mashpee Commons,_Master_Plan: <br /> Arnold (Buff) Chase, managing partner of Mashpee Commons was in attendance with architect <br /> Russell Preston to give an overview of future and potential expansion plans for Mashpee Commons. <br /> The vision session is a part of the implementation plan to engage the public in the initial coordination <br /> phase. The next planning session is scheduled to be held at the Mashpee Library on December 2, <br /> 2017 at 10:00 a.m, and thereafter on December 6, 2017 at the Mashpee Planning Board meeting from <br /> 6:30 p.m, to 8:30 p.m. <br /> The vision being shared with the community creates new urbanism, mixing retail businesses with <br /> housing and open space, Mr. Chase indicated that shared foresight includes the creation of a <br /> wonderful walkable neighborhood based on a flexibility of uses. In improving the health of our <br /> neighborhoods, the walkable neighborhood based concept tends to keep people happier and improve <br /> upon the environmental health of the area. If the project is successful, it may become a model for <br /> Massachusetts and surrounding states. <br /> In the place-making process designed to create spaces with a mixture of uses while maintaining a <br /> sense of character in Mashpee as a great place to work,to live and to be. <br /> Board of Selectmen members related concern with respect to increased traffic, and improved parking. <br /> Proponents of Mashpee Commons indicated they are aware of this concern, and this is an important <br /> component to the plan. On the short term, there may be modifications to improve the flow of the <br /> Mashpee Rotary. Other options may include creating additional choices and short cuts to area <br /> destinations in finding the distinction between good traffic and undesirable traffic flow. <br /> Discussion followed with respect to form-based codes, land development regulations used all over <br /> the county and locally in the City of Somerville, MA and in the State of Maine. <br />
