118 Echo Road <br /> David Scott & William Scott <br /> Discuss current operation <br /> Bob Bortolotti attended this discussion. <br /> By way of background, Catherine Laurent said DPW was contacted by one of the abutters that <br /> drainage on the road was overflowing onto his property. DPW went to look at the site and saw the <br /> catch basins were completely filled with sediments. Catherine said DPW cleans Town road catch <br /> basins annually. She said the problem was from erosion and sediments being tracked from adjacent <br /> property. <br /> Catherine said she took photos and she showed them to Mr. Bortolotti. She said you can see the <br /> materials are coming from your property. That's why she asked the Building Commissioner to set up <br /> this meeting to discuss what can be done to this property to avoid a negative impact on the Town <br /> road. <br /> Bob Bortolotti said he's been there 22 years so he understands what goes on down there. He said <br /> they are not the only people who operate in that same capacity. He said he would take the Town's <br /> suggestion as to what they would like to see done. He said he is not the owner of the property; he is <br /> the manager of the property so he would have to confer with the owner. <br /> Tom Fudala asked if they were ever permitted to allow the business they do on that property. Mr. <br /> Bortolotti said "yes", he does recall the owner did get a permit. <br /> Tom noted that in 2001 there is a series of letters from Russ Wheeler, the then building inspector, <br /> indicating that no Special Permit ever issued. Tom said there was no response and then by certified <br /> mail the owner was told to apply for a Special Permit but no permit issued. Mr. Bortolotti said he <br /> doesn't know. <br /> Tom said right now and historically there has never been any use Permit on that property so <br /> something has to be done legally. Mike Mendoza stated there are 2 issues—catch basins, and Use <br /> Permit. <br /> Catherine Laurent said speaking to the DPW issue, they would be looking at a paved apron and <br /> some additional gravel beyond that to help trap any sediment that comes onto Echo Road. They <br /> should have some type of protection material so the stored building material doesn't wash onto the <br /> road and some condition that anything going on the road should be swept back onto your property. <br /> Mike Mendoza suggested that the Town should provide a letter outlining these procedures and the <br /> timetable. Bob Bortolotti said he is willing to work with the Town and to send the letter to him. <br /> Catherine said she will put in writing what DPW would recommend. <br /> Mike said there is the zoning issue. He said the applicant will need to file with the ZBA regarding the <br /> Use. <br /> 5 <br />
