DISCUSSION WITH SELECTMEN SHERMAN AND GOTTLIEB. HOUSING ASSISTANCE <br /> PROGRAM; <br /> The chair welcomed Carol Sherman and also the Town Manager, Rodney Collins. Mr. Collins stated that <br /> Mr. Gottlieb has a conflict and will not be joining us. The chair welcomed conversation regarding the <br /> Housing Assistance Program, which is funded by the Town's Community Preservation Act. Ms. Sherman <br /> began by stating that there is no doubt the program is needed in the town. She stated that in order to <br /> implement the program there is more information needed with regards to the money being requisitioned. <br /> She stated that tax payers have questions on how funds are being spent. Mr. Collins reiterated that they <br /> (meaning the Town Manager and Selectmen) want to have sufficient information in or to reasonably <br /> explain spending for the program. He stated that he wanted to be clear that there was no question of <br /> spending impropriety and no confidential information is expected. Ms. Sherman stated that more detailed <br /> information such as which line-items the funds are spent on would be what they are looking for. The <br /> chairman clarified that the information being requested is simply that when the Executive Director <br /> requests funds, we report on where the money is being spent, i.e. first/last/down payment, long term <br /> assistance, etc.' Mr. Collins affirmed that and stated that they just need categories of spending, not <br /> specifics, like what check is going to whom. Mrs. Botsford stated that she provides many reports to a <br /> least a half dozen over-sight agencies on a regular basis, and pulling together a report like this is not a <br /> problem at all. The chairman stated that the housing authority wants to cooperate with the town and <br /> provide them the information they need; the Executive Director is very familiar with filing reports such as <br /> what is being suggested and will be able to comply with this request with no problem. Mr. Collins <br /> suggested that Mrs. Botsford send to him a proposed report so that he can review it, he will poll his board <br /> to make sure that it meets their needs and then get back to Mrs. Botsford. It was agreed that there was <br /> no need for the two boards to get involved in this type of day-to-day operations so Mrs. Botsford and Mr. <br /> Collins can work together to address this issue. The chairman stated that he wanted to be sure that <br /> everyone knows that Mrs. Botsford and the staff are always available to any Mashpee citizens to answer <br /> any questions/concerns they have. Ms. Phillips mentioned that, as an employee of the Tribe, she has <br /> received a sample of the program documents for this program and was impressed with how it is run and <br /> the guidelines and documents being used. The Tribe will be modeling a program based on what we are <br /> doing since it is done so well. Mr. Collins reiterated that he and Mrs. Botsford will work together going <br /> forward. Mrs. Botsford stated that she will send a proposed reporting format to him soon for their <br /> review. Mr. Collins and Ms. Sherman exited the meeting at approximately 6:25 PM. <br /> TREASURER'S REPORT: <br /> Budget to Actual Report: Mrs. Botsford stated that the Fee Accountant will not be in the office until next <br /> week, so there is no Budget to Actual Report right now. Mrs. Botsford stated that she and Tom Joy had a <br /> phone conference with DHCD and we have reached an agreement on the proration of the salary line- <br /> item. Even though, per DHCD's own Executive Salary Schedule, DHCD should be allocated more of a <br /> portion of the Executive Director salary, their budget guidelines won't permit it. They agreed to an <br /> increase in their portion of 6%, which is a little Improvement. Adopting the adjusted budget is on the <br /> agenda later. <br /> Accounts,Payables: Mrs. Botsford presented the warrants for signature. The warrants for signature <br /> tonight are for the month of December 2015 and total as follows: $80,387.41 for 4001, $4,332.00 for <br /> Section 8, $45,835.00 for MRVP, $37,831.97 for Asher's Path Apartments, $511.00 for HAP, and <br /> $9,663.43 for Great Cove Community. <br /> We have rents paid in full at all developments and are 100% occupied at all developments. We will have <br /> one vacancy at Asher's Path next month and have already started the process for selecting the new <br /> resident. We will also have at least one vacancy, possibly two at Homeyer Village. The process has <br /> started to select the next tenant. The chair asked what condition we expect the units to be in.
