Other Items <br />Chairman Fudala reported on the CTP Budget. They said this was too much money for <br />them. He didn't know the status but the anticipation is that there will be a Selectmen - <br />sponsored article for the wasterwater facilities which will be a capital expense and <br />probably funded by a debt issue. <br />The Chairman asked Rick York if he put in any articles for funding for his shellfish in the <br />Town Meeting in May. Rick said the Town Manager has approved two articles for the <br />creation of Natural Resources Department and Director's position. He has a funding <br />request for the entire department and for the implementation of the comprehensive <br />wastewater plan shellfish project for implementation over three years. He said he <br />actually ordered 10 million quahogs and 4480 bags of oysters. The breakdown is 2,000 <br />goes into our regular program and 2,000 for the oyster reefs, and Barnstable County is <br />kicking in $6,000 for 480 more oyster bags that might go into the Mashpee River. <br />The plan calls for us to harvest 1 million oysters in the Mashpee River and 4 million from <br />Shoestring Bay. The purchase is under the County bid which resulted in a big discount. <br />Status of GHD funding/SRF loan. There is actually $1,000 left in the account because <br />the State paid GHD's last bill out of funds originally allocated for UMass-Dartmouth. He <br />said he will be using the money when we have to bring GHD in to the Cape Cod <br />Commission DRI hearings. <br />Status of PRB study at "Timber Landing" site. USGS selected the site which is along <br />River Road. USGS said they were going to start drilling and will let us know when they <br />do. It is a series of test wells so they can determine the groundwater flow. <br />No news regarding existing private WWTPs or any new developments requiring WW <br />treatment plants other than Mashpee Commons' upgrade has been completed in terms of <br />the replacement of the RBCS with the MBR process and up to their full capacity. <br />Joe Lyons spoke about the stormwater management plan. The Chair said stormwater <br />basically comes under the DPW department. Rick York said DPW has a stormwater <br />management plan and Catherine Laurent is the contact person. Joe Lyons said the plan <br />needs to be published and put on Mashpee's website. His issue is he would like to see <br />this town have a strong management approach to the entire program and each of the <br />departments should be involved and each should have their own responsibilities. We <br />need a plan and it should be published. He said he did a search of all the communities on <br />the Cape and one he found that was well done in Sandwich. It is on their site and it gives <br />us a prospective if ours doesn't exist how we should write it. <br />Rick York stated we are collaborating on stormwater apd received a number of grants <br />when we upgraded or constructed runoff control systeips on Meeting House Road and <br />130.
