Haney responded that Blue Castle offered little space to operate and the old homestead initially <br />did not allow use of DeGrasse, but now it was clear. Mr. Haney anticipated smoother sailing <br />ahead and will ensure that additional contractors will know not to leave equipment, turnaround in <br />driveways or pull into driveways. Regarding drainage, there was extensive drainage anticipated <br />and Mr. Haney agreed that the best project to begin with would be the detail of page 13. Mr. <br />Rowley inquired about the schedule for the connecting road between Blue Castle and DeGrasse <br />and Blue Castle Drive and whether the drainage would be completed with a binder course before <br />starting Blue Castle. Mr. Rowley inquired about the schedule for work on Blue Castle as <br />compared to the connecting road so that vehicles would have access to the site. Mr. Haney <br />stated that Blue Castle and drainage on Carriage Road was a priority. Mr. Rowley indicated that <br />the schedule needed to be worked out, that he was not happy with the explanation. <br />The Chair asked that the project proponent meet with Mr. Rowley so that he can report at the <br />next meeting. The Chair asked that the project proponent make it clear to contractors not to <br />impact the neighbors and encouraged abutters to be in contact with the developer if any concerns <br />arise. <br />Dwayne Reed, of Blue Castle, stated that a tree and car blocked her access out of the <br />neighborhood. Mr. Haney stated that only two trees needed to be cut down and stumps would be <br />removed next week. Mr. Rowley recommended that no stumps be removed until a schedule has <br />been established. The Chair asked for a report for the June 15 Planning Board meeting. <br />MOTION: Mr. Balzarini made a motion that the permit is in effect and has not lapsed. <br />Mr. Cummings seconded the motion. Chairman Waygan announced that Mr. <br />Fudala had drafted a Special Permit Decision. The Chair also provided an affordable housing <br />contact frons. Bridges who assisted with the affordable housing lottery of their units. Mr. <br />Weeden also provided contact information for the Native Land Conservancy to hold the open <br />space. <br />Russ Burke, BSC Group, provided an update on the project to include a letter of support of the <br />plans from the Fire Department, a written statement from the Water District to provide service, <br />confirmation from Natural Heritage that the site was in the no take area, plans provided by <br />Mashpee Commons regarding the sanitary sewer which will now be an extension of the sewer <br />line, change in direction of sewer for better flow and pavement of the access drive with further <br />discussion regarding the gates. Mr. Cummings inquired about the trees planned for the buffer <br />and Mr. Burke responded that it would be spruce and arbor vitae, a lower more robust visual <br />barrier. Mr. Burke added that they also addressed Mr. Rowley's recommendations. <br />E <br />
