easements assumed to be maintained by the Town, but not necessarily officially taken at Town <br />Meeting. The easements needed to be defined in the Article to allow the Town access to repair <br />and maintain as needed. The Chair suggested that Mr. Rowley's letter be submitted to the Town <br />Manager to become the policy of the Town for road takings. Mr. Rowley reiterated that the <br />Article needed to specify the road layout, along with drainage easements, as shown on the dated <br />plan, Mr. Fudala suggested that the Subdivision Regulations could also be updated ensuring that <br />all easements have meets and bounds descriptions attached to them. There was discussion about <br />tying it to the lot dines to identify the meets and bounds, in an effort to eliminate issues later on. <br />Regarding statement number 1, the Chair questioned whether 90 days prior to Town Meeting <br />would be sufficient to review plans, but Mr. Fudala pointed out that the Article would likely not <br />be submitted until 90 days prior to Town Meeting. The Chair stated that she would like 60 days <br />and Mr. Fudala suggested that it should be a mutually agreed upon time by all involved parties. <br />The Chair indicated that the Planning Board should recommend the timing needed to review the <br />plan. There was consensus among Board members that the Chair work with Mr. Fudala and Mr. <br />Rowley to share the recommendations for Town street layout plans. The Chair indicated that she <br />had been in contact with Ms. Laurent and there was discussion about having Town Counsel <br />review the matter, but her preference was instead to sit down to discuss the matter in a meeting. <br />Mr. Rowley stated that another Article could be drafted for the next Town Meeting if needed. <br />Bill for Land Court Reporter $235 <br />MOTION: Mr. Balzarini made a motion to authorize the payment of the subscription for <br />the Land Court Reporter for $235. Mr. Cummings seconded the motion. All voted <br />unanimously. <br />The voucher was signed. <br />Old Business <br />Report on Status of Greenway Project -No update <br />Design Review Committee -No update <br />Community Preservation Committee -Three applications were received, two from <br />Friends of the Mashpee National Wildlife Refuge and one from the Wampanoag Tribe. The <br />Chair will forward copies of the applications to members. <br />Environmental Oversight Committee- No update <br />Historic District Commission -No update <br />MMR Military Civilian Community Council -Update of MMR Joint Land Use <br />Study -No update <br />Cape Cod Commission -Mr. Weeden stated he had just received a copy of the quarterly <br />report which contained studies, including population dynamics and economic trends on the Cape. <br />Information is available on their website.
