29 Echo Road (continued <br />Committee Comments <br />Security <br />Mike Mendoza asked whether security booth is out too far so car at booth will be on Echo Road. <br />Attorney Gildea responded there is enough distance. He said the booth has to be close to the <br />property line to allow U -Turn behind the booth for cars to exit if not granted access into the building. <br />Attorney Gildea said they met with Fire Department and they had no issues or concerns. Rodney <br />Collins commented he was at that meeting and the issues were addressed. <br />Catherine Laurent noted need to allow for queuing at Echo Road. Attorney Gildea said there will be <br />quick check --in. They do not expect a constant stream of traffic. Catherine suggested that perhaps <br />there should be placed a condition that if queuing becomes a problem then that would be addressed. <br />Tom Fudala raised issue about distance at turn -around behind security booth. He said it looks tight <br />for a vehicle to turn around. Raul Lizardi-Rivera responded that a passenger car can turn around. <br />Tom Fudala said what about pick-up truck? <br />Rodney Collins noted that Applicant's security emphasis was on prevention. Rodney said he was <br />impressed with their emphasis on diversion. Also he was very impressed with the credentials of the <br />security — some are retired DEA; some retired State Police. These are professionals to ensure <br />security will be addressed adequately. <br />Scott Carline asked if access to be by appointment or ad hoc access. Attorney Gildea said initially <br />limited hours and by appoint, but later it will be open access. Scott Carline said he would like to <br />discuss security measures. Attorney Gildea said they will do so. <br />Certificate of Registration <br />Mike Mendoza asked whether Certificate of Registration was granted to Applicant from State of <br />Massachusetts. Attorney Gildea responded a Court Order was issued that State to issue Certificate <br />of Registration to this Applicant, but not yet issued. <br />Board of Health <br />Veronica Warden read Glen Harrington's July 31St emailed comments on septic, SAS, drainage, tank, <br />etc. (copy of email attached to printed set of these minutes). In addition, Veronica said calculations <br />now being presented by Raul Lizardi-Rivera will be provided to Board of Health. <br />Parking <br />Tom Fudala suggested putting a "T" in for back-up at employee parking space area. Applicant will <br />put "T" where suggested. <br />Tom Fudala noted they have parking spaces in excess of what's required and that's not permitted. <br />Tom asked: Why do you need additional spaces? Attorney Gildea responded that according to <br />regulations they have to separate employee parking from patient parking and, also, additional <br />handicap parking is needed. Tom Fudala said ZBA will have to make ruling that you can have more <br />than 10 spaces. <br />2 <br />
