Coordinator's Report- Highlights <br />- Human Rights Commission Meeting March 2. Sheila Lyons was a guest speaker at the <br />meeting. The County is in the process of determining whether the position of Human Rights <br />Coordinator should remain on a contractual basis or should be considered an employee of the <br />county. Elenita Muniz currently is the Coordinator, and the position currently is on a contractual <br />basis. The question also being considered is who should oversee the Coordinator position. A <br />subcommittee is being formed composed of the Human Rights Commission, the county and the <br />Assembly of Delegates to discuss the future of the coordinator's position. The Cape & Islands <br />Police Chiefs Association also was in attendance at the March 2nd Human Rights Commission <br />meeting, including Chief Rodney Collins. <br />- Department Head Meeting March 12, 2015. The Human Services budget for FY2016 was <br />recommended for requested approval by Town Meeting May 0, with a 10% increase applied to <br />contracts. The recommended total budget for FY2016 is $112,973.00. <br />- MOAPC Meeting March 12, 2015. Beth Albert is chairman of the committee. The focus of the <br />meeting was on the Strategic Prevention Framework, and prioritizing of the first tasks. Committee <br />members offered suggested topics of importance including Narcan training, initial referral <br />procedures, and Scope of Pain training as to how physicians should look at their patients' needs to <br />determine prescription dosages. Scope of Pain was a topic agreed upon by the committee as a <br />prime area of concern. <br />- Mature Workers Program. Gail Wilson asked the committee members their opinion about having <br />a volunteer from the Mature Workers program to work 20 hours a week, assisting in the Human <br />Services office. Lynne Waterman explained that the Mature Worker volunteers are looking for <br />assignments that will offer them job training in anticipation of gaining a fulltime paid position. Gail <br />Wilson will need to complete an application that includes a question as to whether there may be an <br />opportunity for the volunteer to be hired on a fulltime basis. The committee members agreed that <br />Ms. Wilson should proceed with the application for procuring a Mature Worker volunteer in the <br />hopes that it may lead to gaining an additional fulltime position for the Human Services Department. <br />- Development of a Proactive Program for Human Services. Gail Wilson stated that she is <br />thinking about putting together a program to identify the high-risk population. Ms. Wilson would plan <br />to meet with the Department of Mental Health and the police departments to determine how <br />outreach efforts can be focused at those high risk or at -risk populations, and referred to the "Real <br />Men, Real Depression " campaign. The focus of the program would be to reach out to individuals <br />with depression/mental health problems. The committee members approved of the idea and agreed <br />to have Gail Wilson proceed with development of such a program. <br />NEXT MEETING <br />The next meeting tentatively was set for Thursday, April 16, 2015. The Secretary will take a poll of <br />the committee members to determine whether or not a quorum will be present on April 161h before <br />posting the meeting date. <br />ADJOURNMENT <br />As there was no further business, John Cahalane made a motion to adjourn the meeting. Roll Call <br />Vote: Elias, yes; Glener, yes; Scanlan, yes; Warden, yes; Waterman, yes; Mohler- <br />Faria, yes. The motion was approved by a vote of (6-0).
