6 <br /> Board of Selectmen <br /> Minutes <br /> March 9, 2015 <br /> APPOINTMENTS &HEARINGS: <br /> Public Hearing—FY201 h Capital Improvement Program= (continued) <br /> Joyce Mason outlined the Capital Improvement Program planned for fiscal year <br /> 2016. Recommendations in the CIP Report included the continuation of the <br /> Police Department Vehicle Replacement Program, and the lease-purchase of <br /> vehicles and equipment for the Department of Public Works. <br /> The$738,01.4 budget is also reflective of a 12-passenger van for the Recreation <br /> Department, a lease-purchase to be fully funded by the department's Revolving <br /> Fund. The CIP also includes the extension of the wireless access upgrade <br /> program in the schools,year 2 of a 3-year plan, and the upgrade of the Town's <br /> Information Technology wireless access program to be funded through the <br /> Mashpee Cable and Advanced Technology(MCAT)budget. <br /> CIP funding in FY16 will also allow for the purchase of breathing apparatus and <br /> safety equipment for Fire&Rescue to bring the department to standard,and the <br /> continuation of the flooring replacement program at the Middle/High School. To <br /> begin the replacement program for the Town Fleet of Vehicles,the aging 2006 <br /> Crown Vic will be replaced with a pickup truck outfitted with a plow to be used <br /> by the DPW during winter storm events. The pickup is proposed in a two-year <br /> lease purchase program. <br /> In the Department of Public Works replacement program, vehicles and equipment <br /> are generally purchased through a lease-purchase program. The life expectancy is <br /> approximately 7-8 years. Primary line vehicles under the Police Department are <br /> replaced every three years, secondary support vehicles every six years, and pickup <br /> trucks every 8 years. <br /> Discussion followed with regards to the DPW Storage facility, an ongoing request <br /> in the CIP Program. It has become clear that it is extremely important to protect <br /> DPW vehicles from various weather conditions. Currently, an engineering firm is <br /> performing a preliminary study of cost estimates for a storage facility which <br /> would include a wash station for all Town vehicles. It is anticipated that a report <br /> would be presented to the Board of Selectmen at their next meeting. It was <br /> agreed this type of facility would be a positive step forward to be better equipped <br /> to service the needs of the Town of Mashpee community. <br />
