MA 02649 <br /> On October 3 , 1984, there was a meeting in the Mashpee Town <br /> Hall between the Barnstable and Mashpee Planning Boards to <br /> discuss a proposed condominium development which would be in <br /> Mashpee but have access in Barnstable . <br /> Present from the Barnstable Planning Board was Judy Franain and <br /> Bob Brown. Present from the Mashpee Planning Board was Richard <br /> Dubin, Earle Marsters , Richardson Jonas and Harold Collins . <br /> Ms . Franain apoligized for the small number appearing from her <br /> Board and thank Mashpee for their time . She said there 's so <br /> much building the Cape and they wanted the opportunity to sit <br /> and talk about things happening in towns which has an impact <br /> on towns next to them. She said there was a lack of communi- <br /> cation on the Watersedge project proposed by Mr. Hostetter and <br /> they don't have adequate information. She said they do know <br /> there are 5 lots and it 's in an area where 3 units per acre <br /> are allowed and it 's in the well recharge area for Cotuit and <br /> • they want to maintain the quality of water there . <br /> M-- . Marsters and Mr. Dubin informed her that Mr. Hostetter had <br /> submitted a package on the pre-application process 4 or 5 months <br /> ago and they have not heard from him since . They did receive <br /> comments from the Board of Health. They said they would let <br /> Barnstable know when the major hearing is and when they present <br /> revised pre-application plans . <br /> They agreed that Mr. Hostetter doesn't have the required frontage <br /> so they have to get the approval from Barnstable for the frontage <br /> so it depends on Barnstable , <br /> Mr. Marsters said the area does allow 3 units per acre but the land <br /> is fragile and topo severe so he couldn't see how this area could <br /> handle the maximum amount. Ms . Franain asked who determines the <br /> number of units . Mr. Marsters said the permit granting authority <br /> and all boards have an input. <br /> Ms . Franain said they didn't have the whole picture , but she said <br /> there 's an undeveloped portion near it and if it 's later developed <br /> there would be greater impact on Newtown Rd., She asked about <br /> maintenance of the road in Barnstable that would provide access . <br /> Mr . Marsters said there 's usually a covenant and they will consider <br /> Barnstable in it. Ms . Franain said there 's a 50' layout requirement <br /> in Barnstable whereas there 's a 40' layout requirement in Mashpee . <br /> . Mr. Dubin said they will require them to continue the 50' layout . <br /> He said they would also look at the effect on water and traffic . <br /> Ms . Franain said the impact on traffic was a great concern to them. <br /> They agreed to look at this project more closely since it 's the <br /> firyt time a project involves both towns directly and rumor has it <br /> there may be another to come . <br />
