TOWN F MkSHP EE, BOARD OF HE LTH, MEETING, NCH 23 1987 Page three
JPS: That would be a part of his building permit process. The other thing, I believe with
the conta i rent wall, th at'what we're looking for is that there will be a minimurn of a lateral
shift in your leaching field area, that the wall if put there for purpose of direct,-making
sure that your leachate is going vert i ca l l y, rather than hor i onta 1 ly. I know that the d i s--
tance frim there to the high water mark or to the edge of the marsh, I would say is samwhere
in the area of sixty feet or so, sixty, sixty five feet.
JPS: From the edge of the leaching facility to (interrupt)
P,
CFB: To the-edge of the marsh.
JPS: The closest spat is fifty one feet.
FB: Fifty one feet. And I think one of the things that had me confused used i s-looking at your
inverts, coming through it shows a solid wall,
JPS: It shows a section, it shows a section of a pier, but it's definitely not a full foundation,
It's on a pier, as a ratter of fact before, I believe before he can get a building permit he has
to'subrnit a foundation design: I believe that was one of the stipulation of the superceding
der being issued by the Statj2, to the V6shpee Building Department.
I
CFB: Did the superceding order mention any of the well and well water?
I,
d v: I believe it did, I dont have a copy with me, at this tirre, I believe it said they had to
do a well test, twenty four Pour.test to ascerta.i n that they would have good water.
JPS: There is another ponsifbi-lity here, Mr. MaIloy also awns abutting land across the street, and
he has a well thea and it has been tested, he's also got a septic system in there, he was in the
process of obtaining an eas nmt across Aipp orwill circle, if he obtains that easement I don't
believe we'll be riding .....(garbled)
J v: Let me ask you a question, if he's bringing water from off site.....,.,:, does that consti-
tute a public water supply? %
FB: No because the outlet won't amount t ,...depending on the bedroans, this will be a three
bedrmom house which would be six people, at the rate that's figured there'd be two people oer bed-
room as listed, a camun water supply would be, if I r correctly,, . ppp ly i ng tw my f i ire peo-
ple
-ple for a period longer than six months out of the year and, or, that them b o many out 1 ets faun
the water system I think, seventeen, or saxQiere around there, seventeen outlets which would ten
move it into this community water supply system, .1 don't believe that that would enter into it.
This ea err nt to the' Selectmen or the Highway Departrrent.for bringing a pipe under tete street from
the water supply on the other lot plus showing that that water supply tan upport, the water flaw
that was requ i red, be r eq u i red, for two separate houses, you know if the ea ennent (static, unable
to decipher). It would seem, I don't know how ,you feel about it Roy?
Note: Mr. Wilson questioned the size of the lot and its' avail to building a house.
JPS: He has to prove he has potable water out of that well, Ito get a building perit on that lot,
isn't that right?
CFB: that's right. As far as the s i e of lot and that, that's a decision for the Building I nspectr.
I don't know anything about that and I really don't want to know about it.
JPS: He's cut it down once, this house was another bigger than that. That's the first plan
that was tuned down by Conser vat i on, and the appeal sort of died up with D EQE, so he came back
with a srnal Ier plan for the house and the location of the marsh by someone qualified in wetland
delineation.
Quaid asked Slavinsky what the relationship was on the well (southerly side) to the marsh. He
said JPS that he believed the abutter was just out of the ria s h, the original plan was done un-
der the n& Ryan, I'm not sure that plan will show the well but that's where it is. It' not
sitting in the marsh, it's just outside.
