.2 '
request - 396 Radcliff
(Variance q
DOTED - NO AFFILIATION BETWEEN CHRIS COSTA AND GEORGE R. COSTA.
MR. B: Open at 3:331 per. Purpose is ..to clear the reason for a variance for lot 397
Radcliff. The variance is for a leaching trench to a property line from 101 to 11
on. the NW side of the lot. CC: it's really on the East side of Radcliff Rd. irB:
and the variances from the Town from minimum well setback to 100' and from septic to
wet Iands from 100 ' to 591 . Abutters have been notified.CC: we got the last cards back
today. e notified six and got five cards back and one person didn't pick up.
Audience: I wasn 't notified. I"m on 405, my name is Clement.
CC: How long have you owned it'd
Cl -.Two years.
CC: We took the names from the Assessor' s books
Aud. : I wasn't notified either, Pm at 406.
CC: We had Thomas Callfield, lot 109, Pinto; Dunfey;Babino; i hael steven;0arvey;
that's the six we have.
Mr B: we have ,your names and addresses in writi n .1 would like to hear from Mr Costa
and at the conclusion, if ,your will address any questions through rye to Costar.
CC: i helped prepare the plan in front of you. . The lot is located on the westerly
side of Cotu i-t-Sandwich Rd, just south of a wet l a D AREA in the center of this
Oregon-Radcliff subdivision area. . Yd lie to establish the location of the edge
of the wetland area. and the credab i 1 ity of its definition. 'It was defined, by Hank
How l a[ D of the Environmental Res arch Corp.He is one of the State' s four reg. b io l g i t ,
and he works for us on various occas i ons.He is the one who did the soils analysis, the
vegetation aria lys i s and actual site walking and flagging, this is reported befor6 ,you in
its entirety. The upshot of the report is that the planned work will have no signifi-
cant impact on the wetland. The next thing 1 'd like to address is the three variances
requested : one is the State variance for the leaching to property lire from 10' to 1 ' .
The reason is to. get it the furthest away possible from. the wetland and to meet the
required title -v distance of o' from a wetland. Tucked in that coiner it will be 9'
from the wetland. The other two variances are well to septic from 150' to 1001+. The
closest well would be the abutter's which is 104' away. The minimum septic to wetland
setback from oG' to 591 . . [ ashpee , requires 1001 . I ' d 1ike -to address the design of the
septic system.. We did several soil tests and deep hole tests to establish ground water
elevations on specific- dates then using b GS data we computod high water elevation,
thea we pint the bottom of the septic system more than four fleet above the probable
high ground water. USGS allows for quite a -change. We will have a minimum amount of fi l 1 ,
and grad i ng to be done around the house. There will be -a walk-out on the left side of the
hou' se so we will not have to use fill in'. the proximity of the wetland. I believe the
location of' the septic system on 406 to ,be significant. I have a plan of the septic loc-
ation on 405. Those are ca. 9' from the wetland. I was in here last year requesting a
variance for lot 405. Given the constraints of Title V, I believe we've met those re-
quirements as best possible and we should be entitled to the variances. '
Mr B: The edge of the wetland as shown is from the reconnaissance report?
CC: Absolutely!
C1 : What were the dates on the three occasions of deep hole observations?
It' s been marked twice; one withorange tape and once recently i-n blue. , The time
those markers went up the water was eery to .I don't think it was done in the Spring
when the water level- is dramati all different
CC: The test holes were done on 8/6/87 - that's Sumner. The elevation of the wetland
is not really the elev of the gro-und water. There two separate things. When there's
severe rain the e l ev of the wetland cores up and thea cones back down. The groundwater
is Bruch more stable. This is why we hired a technical expert to be on the site to
answer any question the COn Com right have, or the BOH right have.
Rp: Z have one point' to bring up. I have lot 396. My corners were staked by Low &Wellen
and off the rear corner to the closest tangent point to where there is actual water
I only have ' . And adding up your 11, 40 and 16' = 73' there seers to be a n '
difference from what you show the edge of the wetland to beam where I measure 651 .
CC: the water- at times cores above the edge of the .t l and. That' s.. the problem.
R0: I only di .ithis a few'days ago. and asSusan' Clements". said 'in the spring the water
t
