MINUTES August 23 , 1990 2 BOARD of HEALTH <br /> have presented the plans in a timely fashion for review by <br /> the appropriate regulatory bodies which was not done. Mr. <br /> McQuaid was directed to continue with plan review. <br /> APPOINTMENT: Bruce Murphy - variance request, 95 Cayuga Av- <br /> enue <br /> Mr, Murphy was in attendance for this scheduled appoint- <br /> ment. <br /> . Murphy explained the existing dwelling is 25 years <br /> old and is located on the downside of John's Pond. The ex- <br /> isting cesspool has failed and is overflowing. Break-out has <br /> not occurred with the existing cesspool , The concern with <br /> placing the upgrade in the sane location is whether the sys- <br /> tem can be lowered enough to prevent break-out, <br /> Mr. McQuaid commented in order to meet 'title v regula- <br /> tions the pit must be lowered to approximately elevation 64 <br /> which would not give adequate distance to the bottom of the <br /> pit to observed groundwater at John's Pond elevation, The <br /> system was certified in failure by this Board on. July 9, <br /> 1990. fir. McQuaid uaid recommended, upon plan approval by this <br /> Board, an Agent witness soil conditions t time of excava- <br /> tio . <br /> Mr. Greelih commented this system will not be accepted <br /> as a Title V system, only as a repair. No additions will be <br /> permitted. <br /> Mr. Costa motioned to accept the repair plan s pre- <br /> sented with the stipulation the owner sign the agreement that <br /> no additions will be permitted until public water hookup, Mr. <br /> Greelish seconded. <br /> APPOINTMENT: Paul Griffin - Addition, Ninigret Avenue <br /> Mr. Griffin was in attendance for this scheduled ap- <br /> pointment. <br /> p- <br /> pointment. <br /> Mr. Griffin stated it was recommended by Mr. Hauch and <br /> Mr, McQuaid to submit a► building application which indicates <br /> construction of an attic with access thru a hatchway. A let- <br /> ter of intention will be attached to the building applica- <br /> tion.. <br /> Board members were in agreeace to Board of Health <br /> sign-off on the building permit with the stipulation M. ' <br /> Griffin submit a letter of intention for the second level. <br />
