It was conveyed <br /> to Chris Whelan that the military would life the towns in- <br /> volved in owning the treatment facility, D.E.. . had relayed, <br /> off the record, that they would not approve pumping effluent <br /> of any type into their treatment plant, Weston ton & Sampson <br /> will forward thein estimate of the cost, based on their as- <br /> sumption that, .in order not to upset the .E. 1 .1 , on that par- <br /> ticular plant, we would build a pre-treatment plant which <br /> would introduce only wastewater strength septage. <br /> Mr. Greelish commented the existing plant is over 40 <br /> years old, its ultimate capacity in the past' was 3 ,000,000 <br /> gallons which supported a Base of 75 ,000 people. The cost of <br /> operation, maintenance and upkeep on a facility that large is <br /> beyond the financial capacities of both towns. <br /> Mr. Doherty commented taking into consideration that if <br /> the upgrade does thru the federal government will be spending <br /> approximately $10 , 000,000 . 00 for the remodeling and redesign. <br /> The design capacity of the plant is 500 ,000 .. <br /> Mr. Greelish explained the problems are the existing <br /> plant machinery, etc. , which was only upgraded when neces- <br /> sary, the new discharge pats plus pumping the 50 , 000 feet to <br /> the canal edge. <br /> Mr. Doherty commented the two towns 'must complete their <br /> facility plans, The State rust review site 28 and thefeasi- <br /> bility of using the Base wastewater treatment plant, A let-- <br /> ter is being forwarded to D,E, . for this consideration. <br /> meeting will be held with D.E.P. on November 23rd in Sandwich <br /> t 10:00 to discuss this issue. <br /> Mr. Doherty stated Weston & Sampson will provide <br /> hydro-geo information on the town landfill and will forward <br /> their results on the model study performed to determine. the <br /> feasibility of constructing a regional plant at the site. <br />
