This approach seerns to be right on target, however, since <br /> each household Wives appro mately 12.500 miles on Cape Cod each year. over the last five <br /> years, an average of 1.385 homes have been wilt annually in Barnstable County; this weans <br /> an increase of 17 million vehicle des of travel on Cape Cod per year. <br /> Cle rlv. dealing with our traffic problems by expanding roads and intersections Is not <br /> desirable on Cage Cod. Not only have such strategies failed to keep up with travel demands <br /> causedby neer development they have done so at the expense of the environment and natural <br /> beauty of the Cape. Furthermore, expanding roads does little to improve transportation for <br /> young people. for the elderly that may prefer not to drive. for those people who cannot afford a. <br /> car or for others who do not,drive. what is needed is a balanced approach to transportation <br /> that follows a sensible land use and growth management policy and includes the following <br /> elements: <br /> • Provide a source of funding for desirable transportation improvements,, <br /> • Require new development to mitigate impacts in a manner consistent with Cape Cod's <br /> natural. scenic and historic resources, <br /> - <br /> Promote safer access to roadways and property through controlled driveway and intersection <br /> spacing, <br /> Promote land, air and marine based alternatives to automobe travel. <br /> The need for a suitable land use and growth management policy at the regional and local levels <br /> cannot be over-emphasized. Without such controls, travel demands will outpace <br /> transportation improvements, resulting in a continued deterioration in many of the values <br /> that make Cape Cod unique. <br /> ..4.0 Community Facilities and Senices <br /> .1 Transportaton <br /> 4.1..1 Goal: To establish and maintain a multinodal transportation system on Cape Cod for <br /> present and future gear-round and seasonal needs which is sage. convenient, accessible, <br /> effective* economical and consistent with the Cape's historic, scenic and natural resources, <br /> and land use development and growth management policy. <br /> 1 liru6mum Performance Standards <br /> 4.1.1.1 Developments of Regional Impact (MRIs) shall mitigate all gear-round and summer <br /> transportation impacts created by such development at all regional intersections and on all <br /> regional road links where the project t-affic is expected to add 25 new vehicle trips or more <br /> during the project's typical peak hour. For road links and intersections within certified <br /> growth activimr centers. this threshold is increased to 50 trips or more dung the project's <br /> typical peak dour.
