<br />				A,  In  -deliberating    n  applications  -i=or  CERTIFICATES,,  the  COMMISSION. shall
<br />     				consider,  among  other  things,  the  historic. and    rhiittural - value  and
<br />     				significance - of  the  site,  BUILDING G  or  STRUCTURE; -the. general  design,
<br />     				proportions,, , detailing,,   mass,  -arrangement,  to t re,  -and  'material  of  the
<br />     				EXTERIOR -ARCH     CT  RAL , FEMRES  involved; - and -the'-' relation  of  such
<br />     				E TERI     .ARCHITECTURAL FEATURES to slmi* features of.-BUILDINGS. and
<br />     				S RUCIr J    S-in the surro,unding .area.
<br />  				,-  In the 'case of-new       l.STRCTIl     r additions to e)aSon'g  BUILDINGS' or
<br />     				STRUCTURES,, the.COMMISSl    . shall consider the.appropriateness of the scale,
<br />     				shape and proportions of the BUILDING or STRUCTURE both in relation to. the
<br />     				land area upon which the BUILDING or STRUCTURE is situated and in.relation to
<br />     				BUILDINGS -'and  STRUCTURES� in  the  vicinity.  Tho  -COMMISSION '..may  i
<br />     				appropriate oases.impose dimensional,and setback requirements in .addition .to
<br />     				those required by applicable statute or by-law,,,
<br />				C.  When  ruffling  on  applications for CERTFICATES  on  solar energy syst rns  as
<br />     				defined.in Section IA of Chapter 4QA,, the COMMISSION shall consider the policy
<br />       				f the Commonwealth of Massachusetts to encourage the..use- of solar energy
<br />     				systems and to pr tect solar access,
<br />     				The COMMISSION  shall- riot consider' interior  arrangements, or .architectural
<br />     				features not'subje t to public.view-from a public way.
