Ms.Reed advised the Board that the third quote for termite elimination has been received. The director <br /> will proceed with the process to apply to EOCD for emergency mod.funding. motion was made by <br /> Ms.Rudd and seconded by Mrs.Mills to submit application for emergency funding for termite <br /> extermination. The motion carried. <br /> rs. Mills reported on behalf of the By-Law Committee. After a brief discussion with regard to bonding, <br /> commissioner vs. member,correct notice posting,Mrs.Mills offered the following corrections to theBy- <br /> Laws: all references to man be changed to person--i.e. chairman to chairperson;all references to he b <br /> changed to he/she;and,any typographical errors be corrected.. <br /> Appointment of representative to the Barnstable HOME Consortium was tabled, <br /> NEW BUSINESS-. <br /> Subsequent to a discussion regarding change of meeting time,it was decided to maintain the same date <br /> and time of the Board Meetings. <br /> Members present reviewed the following policies and a motion was made by Mr. Long and seconded by <br /> Ms.Rudd that the Mashpee Housing Authority adopt the following policies as presented: Personnel, <br /> Rent Collection,Capitalization,Investment,Procurement,Drug Free workplace; and,also <br /> -approved the Contract of Employment by and between Carolyn A.Reed and the Mashp a Housing <br /> Authority. The motion was adopted. <br /> EXECUTIVE DIRECTOR'S REPORT: <br /> M , Reed advised that she is in receipt of the 1997 budget guidelines and a meeting has been scheduled <br /> with Tom Joy and representatives of the Resident's Association. <br /> ECD has approved an increase in the MRVP administrative fee from$15 to$ 5. <br /> Landscaping has improved due to the laying of mulch--most of which was provided,free of charge,by the <br /> Mashpee Department of Public Works and by the generous donation of the Ho yer" Tenant's Club. <br /> Tins. feed presented and explained the 5-5-5 Deregulation Demonstration onstration Program.This program will <br /> allow participating housing authorities to operate on their own for the most part. Housing authorities with <br /> little reserves are choosing not to participate because although EOCD will execute a contract and be <br /> responsible to fund costs attributable to the normal cost of operations(increased utilities or income loss <br /> due to rent regulations),it will not fund any costs associated or occurring as a result of changes the <br /> Authority chooses to make under the flexibility granted. <br /> The next meeting was scheduled for August 8, 1996. <br /> There being no.other business to come before this Board, a-motion was made by Mr.Long and <br /> seconded by IVIS.
