6. Experience/Credentials: Both John Kabat and Ed Baker have excellent credentials <br /> and relevant experience to the proposed project. John, a chemical engineer, has <br /> experience in water quality project engineering. Ed Baker is a member of the EOC and <br /> president of the Mashpee Environmental Coalition (MEC); he has long been involved in <br /> nearly every environmental planning effort in Mashpee. Additionally, Rick York, a member <br /> of the EOC, who serves as Shellfish Constable for Mashpee, also has relevant experience <br /> and the equipment necessary to conduct pond-wide surveys using towed instrumentation. <br /> Rick, along with the entire EOC, has endorsed the procurement of the SolarBee <br /> circulators. <br /> 7. Budget: The project budget of$325,000 (plus taxes and fees, TBD) will be used to <br /> procure 6 solar powered long-range circulators from SolarBee Corp., the transportation <br /> and installation of the circulators onto Santuit Pond, the training of local staff (e.g., FSP, <br /> EOC, and DPW representatives) on the operation and maintenance of the circulators, 2 <br /> check-ups per year by SolarBee staff (for the initial 2-year warranty period), and a 2-year <br /> warranty on parts and labor. An extended warranty can be purchased and is <br /> recommended, and is included in the initial year, but would fall under "maintenance" funds <br /> (see below). <br /> 8. Other Funding: The Town has already provided initial funding of approximately <br /> $58,000 for the environmental assessment study of Santuit Pond by AECOM. The <br /> Selectmen approved the submission of a pre-proposal letter of interest to the <br /> Massachusetts Environmental Trust for $100,000, however, it was rejected due to a lack of <br /> available funds and so a full proposal was not invited. Another source of potential funding <br /> is an EPA Section 319 grant provided via the Mass DEP. However, Sec 319 proposals are <br /> typically due in early June and require a commitment of 40% non-federal matching funds at <br /> the time of submission, and grant funding would occur over a 3-year period, if the proposal <br /> were successful. <br /> 9. Maintenance: Ongoing maintenance in the form of an extended warranty (Beekeeper <br /> Warranty) is recommended for this project, at a cost of approximately $8,000 during Year <br /> 2, and $16,000 during Years 3, 4, and 5, and thereafter at the current rate. This extended <br /> warranty covers annual check-ups, repairs (labor and parts) due to breakage or vandalism <br /> or acts of nature. The above purchase price does not include the annual maintenance <br /> costs, which are to be carried by the Town. For example, if the Town were to enact a <br /> "betterment" fee to the dwellings in the neighborhood of the pond, based on the Assessor's <br /> maps (16, 17, 22, 23, 29, 30, 37, 38), we estimate over 660 dwellings in the vicinity of <br /> Santuit Pond.
