Timothy Dorsey inquired about 3000 people being placed in Mashpee affordable housing and the <br /> Chair responded that the Board was unsure of the number of housing units being proposed by Mashpee <br /> Commons. It was believed that there would be at least 500 homes. If reviewed by the Cape Cod <br /> Commission as a DRI, at least 10% of the units would be affordable. Mr. Dorsey referenced the <br /> Health Department's charge for rentals, likely for the septic systems, and whether Mashpee Commons <br /> would be exempt. The Chair responded that Mashpee Commons had their own wastewater facility but <br /> it was likely that if the Health Department had to inspect the.site, there would'be a fee. Mr. Dorsey <br /> inquired whether the Town of Mashpee would be responsible for the infrastructure associated with <br /> Mashpee Commons. The Chair responded that the project would fall under the jurisdiction of the Cape <br /> Cod Commission so that, if there were impacts, the development would be required to mitigate those <br /> impacts. The Chair suggested the public consider attending the June 20 meeting with the Cape Cod <br /> Commission for more information. Mr. Weeden noted that Mashpee Commons would be responsible <br /> for all roadways within their layout. Mr. Lehrer lidded that the cost burden for housing was an <br /> outcome due to the lack of diversity and stock of housing, and due to the focus on single family <br /> detached homes. Mr. Lehrer stated that the Mashpee Commons proposal would develop a diversity of <br /> housing, providing units across the spectrum to accommodate a variety of incomes. <br /> Yvonne Courtney referenced the issue of affordable housing and inquired about the Board's view on <br /> what would be considered an affordable rental. Mr. Lehrer responded that it was not yet known what <br /> the affordable rent would be at Mashpee Commons since it was not yet developed. Mr. Balzarini <br /> responded that he had heard that affordable rent was $1,200. Mr. Lehrer stated that a two-bedroom <br /> apartment currently rented for$2,000 per month. Ms. Courtney expressed concern that the price of the <br /> new units would be higher than existing. Mr. Lehrer suggested that supply and demand should allow <br /> for the cost of rent to go down. Chairman Waygan stated that, a two-bedroom unit renting for$950+ <br /> utilities has been identified as a home affordable (low moderate income)to the work force here on <br /> Cape Cod. The Chair would be discussing with Mashpee Commons the need to serve low and <br /> extremely low income families and to fairly house residents yearround. Ms. Courtney inquired <br /> whether the housing would be available to local residents or was it intended for residents outside of <br /> Mashpee and suggested that the Town should be focused on providing housing to the people who live <br /> in Mashpee, Mr. Lehrer suggested that the reason for the influx of seasonal homeowners was due to <br /> the lack of diversity in housing, adding that smaller units were less attractive to seasonal owners. <br /> The Chair encouraged the public to attend future meetings. <br /> OLD BUSINESS <br /> Mashpee Commons by Design-As discussed above <br /> BOARD MENIBER UPDATES <br /> Chairman's Report-Update on Ockway Highlands Subdivision-Mr. Lehrer reported that <br /> Mr. Dorsey had contacted his office regarding roadway conditions, the lack of progress of work <br /> happening in the area and.impacts to the neighborhood. Mr. Lehrer met with Mr. Dorsey on his <br /> property to review the vegetative buffer required between the lot lines, which Mr. Dorsey indicated <br /> had been removed. Mr. Lehrer confirmed that his tree line was extremely thin. Mr. Lehrer also met <br /> with the Town Manager, Assistant Town Manager and developer Jacques Morin for a better <br /> understanding about why development had stopped. At that time, Mr. Morin provided a three week <br /> window to initiate work, the end date being the end of this week. Mr. Lehrer planned to allow Mr. <br /> Morin the full three weeks before discussing the issue with him further. Chairman Waygan suggested <br /> inviting Mr. Morin to attend the meeting on June 6. Mr. Lehrer requested that he instead follow up <br /> 4 <br />
