She also provided the
latest quarterly report on the Housing Assistance Program. She has not heard anything
further from the town.
NEW BUSINESS:
A Cal2ital Improvement five-year Plan review and approval: Mrs. Botsford provided the board
with the draft plan and reviewed it in its entirety with the board. She reported that residents
were given the opportunity to come to a meeting with Mrs. Botsford to review and comment,
but no residents attended. After review, a motion was made by Jill Allen and seconded by
Richard Halpern to accept the plan as proposed and submit it to DHCD for approval.
The motion carried. Mrs. Botsford will take care of submitting it to DHCD.
OTHER BUSINESS: Mr. Halpern stated that he wished to acknowledge that he, Mr. Shackett
and Mrs. Botsford went to the public hearing on the proposed Board of Health regulations with
regards to rental units. Many good ideas, comments, and suggestions were given at the public
hearing. Mrs. Botsford made comments as well as Mr. Halpern and several other members of the
community. He provided a synopsis of the regulation and hearing notes.
Mrs. Botsford mentioned that, as she previously reported, all annual reviews have been done for
the staff members. She mentioned that she would like to give merit bonuses to the staff based on
their performance and that there is money from the incentive management fee we get from the
Asher's Path property each year. After a short discussion, a motion was made by Jill Allen and
seconded by Kevin Shackett to allow Mrs. Botsford to issue bonuses to staff members based
on their performance for a total of$4,000.00. The motion carried. Mrs. Botsford thanked
the board and stated that she knew staff would appreciate it. A discussion then ensued about
giving Mrs. Botsford a bonus, as well. Mrs. Botsford reminded the board that, per her contract,
she gets a percentage (20%) of the incentive management fee the housing authority gets from
Asher's Path each year, usually in April or May following the audit. The incentive management
fee is based on performance of the property management and budget spending. After a brief
discussion, a motion was made by Kevin Shackett and seconded by .Till Allen to give Mrs.
Botsford an extra bonus in the amount of$2,000.00. The motion carried. Mrs. Botsford
thanked the board and stated she really appreciated the positive feedback.
COMMUNICATIONS/CORRESPONDENCE: Mrs. Botsford provided the board with a
thank you note from Ms. Mitchell.
