- HIGHWAY DEPARTMENT
4.
TO F M S E
 r
q*TEFF R. J ./ BSO +
wPERINTENDENT OF STREEM
To: Joseph Murphy, Executive Secretary
FROM: Walter R. Jacobson, Superintendent of Streets
DATE: June 17, 1981
SUBJECT: CENTAL ROAD (lour Memorandum June 6, 1981 .
== Ire- regard to the layout of Central Road, District #7
... dOffice, Massachusetts Department of Public Works s dv s s that. this
-_ V. .:_ project is high on their list but must await its tura due to limit-
? ed capabilities vis-a-vis competing priorities. I have been trying,
L4albeit unsuccessfully, to made face-to'-face contact with Mr. Al
umm , District Highway Engineer neer to lobby our case. I will conti-
nue
onti-
nu this effort.k
As to the complaint about the shoal der +l i nes, it i
my opinion that they are more necessary on a narrow road such as
Central Road than on a wider road such ars Route 151. During periods.
of limited r poor visability they clearly define the edge of the:
roadway pavement. This is particularly important on a narrow road
that has little or no shoulder. The complaint,, as I understand it,
that the edgel i ne compels one to drive toward the center of the
road. If logic is applied to the reasoning, the centerline should
force one to drive toward the edge of the road with a net result
that one would drive between the lines where the vehicle is supposed
to travel . I would lie to quote in part from Section 3B-6 of the
Manual on Uniform Traffic Control Devices prepared under the auspices
of the USD T, that, "Pavement edge line mar in provide an edge of
pavement guide for drivers. They have a unique value (emphasis
added) as a visual reference for the guidance of drivers during ad-
verse weather and v i abi l i ter conditions. . . . .#' I believe the impor-
tant thing here is that they are a guide rather than some control
device. They are intended to assist the operator. I arra of the
opinion, that if people were surveyed, you would find that avast
majority would prefer the edge lines than those that oppose it,
k
J:hh
r
