Thomas agreed that he is familiar <br /> with the routine. Exec. Secretary believes Ray would like the res- <br /> ponsibility of handling the .inventory of materials and supplies , and. <br /> the joint purchasing. He has done a good job of handling the custod- <br /> ial supplies , and har�dl.ing his account well. <br /> r *. <br /> Executive Secretary Reports' <br /> .We ill 'hay non--functioning Per oi�r el. Board for the next few weeks , <br /> +* while the Secretary R is onT vacation. Ike would like to do some screen- <br /> ing of candidates in the meantime.. The Selectmen agreed that would <br /> ir J6r <br /> be a good .J-dea. { L _ _ r i <br /> rt r r <br /> - arding the re--appointment of the Executive Secretary, Sel. Thomas <br /> would like to make the appointment for one year. Chm. Garland feels <br /> Mr. Murphy has done a good job, and it would be a vote of confidence <br /> to give him ,a three year appoinent e, Bel. Thomas would like to wait <br /> one more year for hire to het the feel of the Town and for her to get <br /> the feel of the Town' s needs. Chm. Garland feels he should be <br /> allowed to 'function ..without someon6looking over his shoulder, and <br /> allowed to rake d c.isions`l ithin the full scop of his authority" <br /> He dontinued that the Selectmen get involved in too macer of the nitty, <br /> gritty, baby-sitting things. He feels the Exec, Secretary should be <br /> V the administrator in the Town, under this Board. Mr. -garland 61aired <br /> he has talked to "l-ots of people - the only difference in an execu- <br /> tive secretary and . a town manager is that you can fire an executive <br /> secretary, b t you have a hard time getting rid of a town manager" . <br /> el.. Thomas' concluded that the descision will come with a vote from <br /> Sel. O'Connell, since the two Selectmen present were obviously divided <br /> in their opinions on the matter, she continued that maybe our town <br /> government should be restructured. Bel. Garland stated that he would <br /> always oppose a town manager, as they are too hard to get rid. of . <br /> Road complaints : r. ' Anderson wants a- sign limiting speed to 45 mph <br /> on lashpee Road. George Benway would like the potholes f iked on <br /> Daniels Island Road. fir. Cuthbert reports a broken sign on Barnstable/ <br /> Falmouth Road. <br /> Regarding the expected indian suit, Chm, Garland asked if there had <br /> been any recent - information, He reported there had been an article in <br /> the Globe that very morning relative to the Mohican Indian Suit, a <br /> decision by ,the Supreme Court which would have Borne bearing on any <br /> suit by the wampa oa s, Sel. Thomas reported that the Gay Head wampan- <br /> oas have been on television giving their side of, the question. The <br /> Executive Secretary was directed to bring- the arti le to Bel. O' onnell ' s <br /> attention, <br /> The Executive Secretary asked the Selectmen wanted the statement <br /> made from the Board The Chm. directed hien to contact Morris Kirsner. <br /> and if he feels their staternent' is still applicable, we should go <br /> ahead with it, <br />
