(617)523-8024 December 23, 1981 Board of Selectmen Town of Mashpee Mashpee, MA 02649 Dear Selectmen: Enclosed is our'firm's proposal to reconcile the Town"Treasurer/Tax Collector's main cash account and to balance receipts and disbursements to the Town Accountant's records for. the year ended June 30, 1981 . As we understand it, the Town Treasurer/Tax Collector .has reconciled her: bank accounts for the period; however, there remains differences, which have to be resolved. These differences principally arose dur ng. the'early part of fiscal year 1981 . Our work, in this area, would attempt to resolve the differences. In addition, cash receipts and disbursements have to be balanced with 'corresponding activity in the Town Accountant's records. Should this work be awarded to our firm, I or my partner would be person- ally in charge of the engagement. Such participation would include onsight. evaluation of procedures over the handling and recording of cash receipts and disbursements and supervision of personnel . Assisting us will be frank Mauritz, retired Comptroller for the Town of Brookline, who is one of our ,managers. Frank has also had fifteen years of audit experience with the Massachusetts Bureau of Accounts. His background is detailed in the attached exhibit. Malone & Tandler, Certified' Public Accountants, is a partnership registered in good standing- in Massachusetts. We are members of the American Institute of Certified Public Accountants and of the Massachusetts Society of Certified Public Accountants; and both Sheldon Tandler`and I, the firm's partners, are : certified here in the Commonwealth. I am also a member of the Municipal Committee of our state society, which Committee has been assisting the Bureau of Accounts. in 'developing a' revised system of accounting 'for the towns and cities of the Commonwealth. We .have had extensive experience working with various government agencies. - - In the municipal area, we have a number of clients for whom we have per- formed full audits and have assisted them in other areas as well . We have done full audits, and in many cases on a continuing basis, for the towns of Falmouth, Truro, Avon, Hanson, Wellfleet and Salisbury. At the moment, we have full audits underway for the towns of Tisbury`and Seekonk. We have participated in c ompl i- ance audits for public works projects for the. towns. of Sandwich, Harwich, and the City of Everett. As a member of a team comprising architects engineers and financial advisors, we have assisted the Town of Middletown, Rhode Island in the _ redevelopment of surplus federal properties.
