That is what they pay an engineer for, The
engineer certifies that he has been out on site and has supervised
and -that everything was carried out according to the plans . This
was done so the Planning Board carried .out its responsibilities
under the statutes by certifying that it was done , The problem
arose after- the certification carne in. It is my understanding
from the Planning Board records , we didn' t get comulaints im-
mediately, it was several year's before- complaints started to
cone in, Apparently it functioned okay originally. It could
be many dl fferent things- that can be taus ing- the problem. I
think what the Board is doing or what Mr. Virgilio was asked
i to do, is not necessarily what caused the problem but what can
be done to .cure the problem. Mr. Virgilio was asked to make
some kind of design that he felt would adequate'ly correct the
problem. I think he has done that. Now the question is who i
going to put this in. --The subdivider has been asked if he would
do this . fir. Virgilio- has suggested to the- Board that he would
be willing to lend supervisory -assistance which would be a cost
sager. He. also has offered .to help do that. "
hm. Thomas; "Mr. Blakeman you haven ' t seen this but what Mr. - Virgilio has
done is give your three options - ranging from $9.,0.00, to $4 ,,000 .
He has put in clot of time and work on this . On top of this '
-there is another letter from another individual 'that lives- in
santuit Pond, that there is another problem. and- our hands are
tied, but I don' t lake to see this health problem and safety
problem for the children in the area continue. Do you have
anything to say?"
Mr. Blakeman; "Yes, I do. First of all - I was clown there with a man this
. morning. Mr. Virgilio was there- yesterday, and the gibes
I was getting was between- $4 ,000 . to $10 ,000 . and as you know
the tax collector has sent out a notice that they want the back
taxes by. tomorrow. During the Indian. Suit there ,was no money
made 'and no taxes paid-. This year I ' ve paid $14 , 000 , in taxes
and tomorrow I ' ve got $4 ,000 to $6 ,000 - on back taxes to pay.
Money i still very tight. Obviously for me -to put out $10,, 000,
without still curing the cause, I still think it is the clay
that gets into the basins . I don' t agree with Mr, Virgilio ' s
plans and feel that a quick fix is all 'that I can do at this
time. fir. Peters,- weather permitting, will be there t4ith his
backhoe and his equipment tomorrow. Do I need a permit?"
Ir. Virgilio; "NO you don' t.'
Mr, Blakeman; ' Tomorrow 'I will try .to fix the problem my way .'
hm, Thomas ; What is your way?"
Mr. Blakeman-; 'ply way is to try' to clean that street. We are going to try
to get the water off that street and install a couple of basins .
When I had a bad problem like this before I put in french drains
and that held for about a year, So for right now I ani going to
