The Planning Board than holds a Public <br /> Hearing and votes to deny or approve, before that developer <br /> can take that plan from the Planning Board and record it at <br /> the -register of deeds , he rust do one of- four possible things <br /> that he can do, One of them -is posting a covenant with the <br /> Planning Board, -which is recorded at the registry of deeds . <br /> covenant is ane xe ly - a promise. He promises to the Town <br /> that he will build all of the roads in the subdivision accord- <br /> ing to the rules an.d regulations and ' that he will not sell <br /> any lots until such time as he has constructed those roads <br /> and obtained a release from the Planning Board of this <br /> covenant, - That is the method Mr. Blakeman chose to file <br /> a covenant with. the Town. He . thereafter, had the roads <br /> build and drainage put in, The Town' Engineer than approved <br /> the construction to the Planning Board. The Planning Board <br /> released the covenant. This is the statutory procedures , <br /> I atm explaining to you now.
