Board of Selectmen <br /> • AD14INISTRATIVE MEETING <br /> October 2 , 1984 <br /> Meeting convened at 8 :00 a.m. <br /> Present : Chairman Willard L. Hanson, Selectman Richard L. Terry and <br /> Selectman B. Jean Thomas, Police Chief Curtis Frye, Sergeant <br /> Cooper and Executive Secretary, Joseph F. Murphy. <br /> 1.- Selectmen discussed with Chief Frye and Sergeant Cooper the alcoholic <br /> beverage violations of August _ 23, 1984. The Board voted to send a <br /> warning to each of the licensees with the letter to be signed by <br /> the Board of Selectmen. (See appendix A for list of licensees warned) . <br /> 2. Selectmen and the Chief discussed the report of Research Management <br /> Associates. Sel. Thomas noted that Chief Frye in 1982 had recommended <br /> increases in manpower and an organizational structure.;§imilar to what <br /> had been recommended by the consultant. She pointed out the Chief <br /> had been told at that time that the town could not afford his recom- <br /> mendations. Sel. Hanson noted that he was not on the Board at that <br /> time but would have supported the Chief' s recommendations. Following <br /> extensive discussion the Board voted to take the following actions : <br /> 1. support a request for funds for the vacant deputy chief position <br /> and ask the Personnel Board to expedite the hiring process ; 2 . support <br /> the Chief' s request for two new officers ; 3. endorse the proposal of <br /> cruisers that ordinarily the Chief to retain one of the three Y wo <br /> ul d <br /> be traded in 1985 so that beginning next Summer the department would <br /> have an additional marked cruiser. <br /> 3.- Selectmen discussed with Executive Secretary the process by which <br /> e negotiated this year. It was the feeling <br /> contracts would b Y <br /> union cont g <br /> that Attorney Gilman should be retained for disciplinary procedures , <br /> re are specific language for contracts and at key times in <br /> to <br /> P P P <br /> negotiations but not to attend every negotiation sessions. Selectmen <br /> will meet with Mr. Gilman to discuss this approach. The Board con- <br /> curred with the Executive Secretary' s recommendation that a more <br /> intensive negotiating process be used to avoid month long gaps between <br /> sessions . <br /> 4.- Selectmen authorized the use of their office for meetings of other <br /> Boards and Committees and approved the use of a downstairs lounge <br /> as a meeting room after minor repairs. Selectmen will meet with <br /> the School Committee October 11, 1984 to discuss transfer of the <br /> building. <br /> 5.- Executive Secretary was asked to communicate with the Board of Health <br /> that a town seal be placed on the Board of Health car. <br /> • 6. - Selectmen directed an inquiry be made to D.E.Q.E. regarding water <br /> tests that were conducted at the Police/Fire Complex. <br /> Meeting adjourned at 9 : 40 a.m. <br /> Respectfully submitted, <br /> Administrative Secretary <br /> N-1- <br /> - -- <br />
