PERSONNEL BOAS NIMTES <br /> MEETING F AUGUST 11, 1996 <br /> PAGE <br /> chainnan&eport <br /> Chairman Dunivan advised the Board that she and Selectmen Marsters recently met <br /> with Bob Whritenour. At this meeting, they discussed the issues and concerns of the <br /> Personnel Board. Bob agreed that the Board was doing a great job. They talked <br /> about the inter ievi.ng process particularly when people sit in for Department Head <br /> (using the Police Department as an example). They discussed the fact that some <br /> Department Heads do not know how to interview and that this is something that <br /> needs to be looked at as far as training. She said that the Personnel Board does not <br /> know the ins and outs of a department and they depend on the Department Head t <br /> explain the technical parts of the position. Chairman Dunivan indicated that she <br /> mentioned to Bob that the hiring process for the Fire Department had worked out <br /> fine, the Police Department is different and the rest of the 'down is d if erent. <br /> They talked about consistency of contracts. She mentioned the recut hiring of a <br /> position in the"treasurer's office. Bob indicated that according to language in the <br /> clerical union contract this was proper. Carol asked Bob to inform the Personnel <br /> Board when they are negotiating contracts. The Personnel Board would like to know <br /> hat the new contract is about and if it is going to be approved. <br /> Carol D. and Bob W. discussed the fact that the Personnel Adm rdstrator does not <br /> have a contract and that Personnel is very concerned about it. <br /> As far as communication.problems with the Selectmen, Bob felt that there wouldn't <br /> be any more problems. Selectmen Musters indicated that he was the liaison and if <br /> the Board wanted to discuss anything with hien, that would be fine. However, they <br /> should work with Bob to send information and receive information from the <br /> Selectmen. <br /> Chairman 1uvan indicated that there was an employee in town who was allowed t <br /> carry vacation days into the next fiscal year. Again, she said that there needs to be <br /> some consistency. <br /> Carole D. said that she brought up the fact that people are still leaving early from <br /> work. <br /> They talked about articles for the warrant. <br /> Bob indicated that the current evaluations forms are terrible and something had to be <br /> done. He gave the Chairman an evaluation form for Managers which he would like <br /> to have approved. The Personnel Adn M'strtor mentioned that the Board worked on <br />
