Thomas Fu da l a <br />DATE: August 25, 19 <br />SUBJECT: Possible additional zoning article for <br />} <br />M2T <br />65; x <br />October .�; <br />I have been approached by Mr. Peter Sullivan with a proposal which <br />appears to me to be very attractive for the Town, but which will <br />require a zoning article at the October Town Meeting and other <br />i n vo 1 vement . by the Selectmen, <br />Mr, Sullivan is negotiating for the purchase of 40.6 acres of land on <br />Route 28 opposite the Mashpee Industrial Park and Madaket Place, The <br />land was the site of an approved 180-unit condominium project named <br />Quashnet Woods which recently lost its Special Permit due to non-use. <br />It is currently wned y Savings Bank and 1 s zoned four <br />residential use (single-family, 40,000 sq,ft, lots). Approximately 40 <br />single-family hones could be developed on the site. <br />Mr. Sullivan would like to develop approximately half of the site for <br />golf driving range, luxury miniature golf course, softball and <br />baseball batting "arenas," "ho 1 e- i n-one" practice golf holes, tennis <br />ball machines, a concession stand, a club house (with beer & wine <br />license) and a 1 g-15,000 square foot retail outlet for golf equipment <br />and natural buffer areas. Actual land used would be about 12 acres. <br />e wo+u 1 d donate the remaining half of the property to the Town for <br />conservation purposes. <br />Based on Mr. Sullivan's presentations to date, 1 believe that the <br />proposal could be very advantageous for the Town for a number of <br />reasons. The first clear benefit is the donation to the Town of 20+ <br />acres of conservation land which 1 ies adjacent to the state ' s 0-acre <br />Quashnet River property, within the boundaries of the proposed <br />National Wildlife Refuge and in are area which would preserve the <br />current undevelope-d character of Whitings Road and provide additional <br />water quality protection to the Quashnet River. The second clear <br />benefit is the elimination of 40 potential septic systems, lawns and <br />the roadways related to 40 single-family homes and the resulting <br />reduction in nitrogen loading and other contaminants to the Waguoit <br />Bay watershed, The third is a clear net fiscal benefit to the Town of <br />replacing 40 hones and the resulting school students and costs with a <br />low -impact commercial operation which will produce decent revenues for <br />the Town with minimal service demands. A fourth benefit is an <br />improvement in our attractiveness to tourists by providing a quality <br />recreational experience, of which we currently have very few. <br />Finally, I believe that the "clean" recreational activities offered <br />may be of benefit in providing acceptable activity for our bored <br />youth, particularly as Mr, Sullivan has indicated an interest in <br />working with Gus Fredrick in developing youth -oriented programs at <br />the site. <br />I also believe that the type of use proposed is appropriate for the <br />location in a land use planning sense.
