Page 15 <br /> Board of Selectmen <br /> Minutes-Executive Session <br /> January 16, 1996 <br /> DISCUSSION RELATIVE TO COLLECTIVE BARGARgING: <br /> Discussion relative to the A ni tr or' llegfiy&BargiLining A m nt: <br /> Attorney Marder discussed the Collective Bargaining Agreement for <br /> the new Administrator's Unit with members of the Board of Selectmen <br /> and Finance Committee. <br /> Mr. Whritenour recommended to analyze the financial impact of the <br /> agreement to set parameters while maintaining the PAP as it currently <br /> exists. <br /> In addition,Mr.Whritenour recommended to maintain the consistency <br /> of 11%; inclusive of steps over a three year period as with other collective <br /> bargaining groups. (Unit A - 3.39% - Unit B - 3.16%) <br /> Mrs. King indicated that the Finance Committee recommends a 9% <br /> increase over a three year period,inclusive of steps. <br /> Selectman Costa recommended to allow the Executive Secretary and <br /> Town Counsel to prepare a list of proposals for further review. He <br /> suggested the Finance Committee address their concerns to Mr.Whritenour <br /> for additional consideration. <br /> Several comments related to the proposed new Administrator's Unit <br /> included; compensatory time,overtime,vacation,longevity and the <br /> 40 hour work week. <br /> With respect to compensatory time, it is the consensus to further defame <br /> exempt and non-exempt employee's. Defined non-exempt employee's <br /> should be eligible to obtain overtime and/or compensatory benefits over <br /> 40 hours per week on an hour per hour basis. <br /> Salary employee's such as Department Heads are exempt employee's <br /> and should not be eligible for overtime and/or compensatory benefits. <br /> Mrs. King addressed the work week as it relates to employee's being <br /> paid for 40 hours who actually work 35 hours per week. The Town <br /> should not pay for their lunch hour. Mrs. King noted that if employee's <br /> must remain at their desk, they should be compensated for lunch time. <br /> Attorney Marder noted that this is a new process based on current <br /> terms and conditions. Items cannot be taken away unless something is <br /> given in return. <br /> Discussion followed with respect to obtaining merit increases v. steps. <br /> The COLA should also be based upon inflation. <br />
