PPPDATE, JUNE 20, 1994
TO: BOARD OF SELECTMEN
605
FROM: NANCY J. CAFFYN, SELECTMA-
ON FRIDAY, AN INTERVIEW WAS HELD BY MR. WHRITENOUR, MR. THOMAS POTTS, CHAIRMAN,
ECONOMIC DEVELOPMENT COMMITTEE, MR. JOSEPH DELAGALL4, CHAIRMAN, PERSONNEL BOARD AND
MARILYN FARREN, PERSONNEL ADMINISTRATOR WITH LORI DONOVAN, 327 REDBROOK ROAD,
MASHPEIE, FOR THE POSITION OF THE ECONOMIC DEVELOPMENT COORDINATOR. NO NOTICE OF THIS
MEETING HAD BEEN GIVEN TO THE BOARD OF SELECTMEN .
IN SPEAKING TO MR. WHRITENOUR AFTER THE INTERVIEW, HE STATED THERE HAD BEEN
ONLY ONE RESPONSE TO THE JOB(MS. DONOVAN)AND THAT HE HAD ADVERTISED THE JOB FOR ONE
DAY IN ONE NEWSPAPER. I QUESTIONED WHY THE AD HAD BEEN IN FOR ONLY ONE DAY AND IN
ONLY ONE NEWSPAPER; INDICATED MY DISAPPOINTMENT THAT ONLY ONE PERSON HAD RESPONDDED;
AND ASKED WHY THE SELECTMEN'S OFFICE AND NOT PERSONNEL HAD BEEN RESPONSIBLE FOR
ADVERTISING THE POSITION. HE TOLD ME IT FELL UNDER THE PROCUREMENT OFFICERS
RESPONSIBILITIES. I ASKED HIM TO COPY ME THE AD AND THE JOB DESCRIPTION AND I WOULD COME
IN AND PICK IT UP.
I CONTACTED MARILYN FARREN TO FIND OUT WHAT THE TOWN'S ADVERTISING PRACTICE
IS. SHE STATED SHE GENERALLY ADVERTISES IN TWO TO THREE NEWSPAPERS FOR TWO DAYS -
SUNDAY AND A WEEK DAY. FURTHER SHE POSTS THE POSITION AT TOWN HALL AND FORWARDS A
COPY TO THE MASHPEE TRIBAL COUNCIL,
AT 3 O'CLOCK ON FRIDAY, I CALLED TO SEE IF THE INFORMATION REQUESTED FROM MR.
WHRITENOUR WAS READY FOR ME TO PICK UP. MRS. MASON TOLD ME THAT IT APPEARED THE
POSITION HAD NEVER BEEN ADVERTISED IN THE NEWSPAPER AND MADE A COMMENT THAT IT WAS
THOUGHT MRS. DAMI HAD TYPED A LETTER WITH THE AD BUT A COPY OF THIS LETTER COULD NOT BE
FOUND EITHER. MR. WHRITENOUR DID NOT CALL TO EXPLAIN THE SITUATION.
I CALLED MR, DELLAGALA, CHAIRMAN OF THE PERSONNEL BOARD, TO SEE 1F HE HAD BEEN
MADE AWARE THAT THE POSITION HAD NOT BEEN ADVERTISED, HE DID NOT. IN FACT, HE EXPRESSED
PUZZLEMENT OVER HAVING BEEN ASKED TO PARTICIPATE IN THE INTERVIEW WHEN THERE WAS ONLY
ONE PERSON BEING CONSIDERED. , HE SUGGESTED THAT HE, MR. WHRITENOUR AND MYSELF MEET
