Mr. Rowley clarified that the <br /> binder course had been put down, but that the top surface had not yet been put down. The Chair <br /> stated that she was hesitant to make changes to the Special Permit regarding the unpaved road, <br /> referencing the neighbors' previous comments regarding the road. Mr. Balzatini expressed <br /> preference that Mr. Morin speak with the neighbors. Resident Ernie Virgilio confirmed that the <br /> paving was initiated at the correct location, but expressed concern about the drainage system <br /> located adjacent to his property, that was being built piecemeal, noting that it was not currently <br /> in compliance and was not adequately protected. <br /> Ms. Brady, applicant, indicated that she had spoken with Mr. Morin in September 2017, adding <br /> that she loved the road when she first purchased her property. Ms. Brady expressed <br /> disappointment with the planning of the road, including the increased costs of paving the road <br /> that she would incur. Ms. Brady was disappointed to see the current condition of the road. Ms. <br /> Brady stated that she was advised that her lot was buildable prior to her purchasing the property <br /> and expressed frustration and concern about the road in front of the unbuilt parcels remaining in <br /> its current state. Ms. Brady felt that it was unfair for the homeowners to bear the burden of the <br /> cost, unless all neighbors were mandated to fix the road. <br /> The Chair recommended complying with the Special Permit as it was written while considering <br /> to grant the waiver requested, provided an agreement was developed between the abutting <br /> neighbors for long tern maintenance of the road. Mr. Polloni expressed concern about working <br /> with existing neighbors who may prefer an unpaved road. It was the Chair's belief that existing <br /> homeowners preferred not to have the road paved due to concerns about speed on the road. Mr. <br /> Balzarini stated that it was likely that the new homeowners would be traveling on Blue Castle to <br /> access their homes, adding that it would be hard to sell the new homes with the road in its current <br /> state. Mr, Polloni again stated that the parcels were created before the requirements of the <br /> Subdivision Controls. <br /> Mr. Polloni inquired whether the improvements to the gravel road would allow for paving to be <br /> completed on the road, at a later date and Mr. Rowley responded that paving the surface would <br /> have a different impact to runoff and would require reconsideration. <br /> Mr. Lehrer pointed out that traffic mitigation was included in the Special Permit with funds set <br /> aside to purchase the radar traffic signage. <br /> Mr. Balzarini suggested that the property owners meet with the developer and return to the <br /> Planning Board with an agreement.
