7:20 p.m. Ockway Highlands Subdivision,Discussion and Possible Action to Modify Special <br /> Permit (Continued from 9127) <br /> The appointed time having arrived, the Chair opened the Public Hearing for Ockway Highlands <br /> Subdivision Special Permit and read for the record the Public Hearing Notice. <br /> MOTION: Mr. Balzarini made a motion to continue the Public Hearing until November 7 at <br /> 7:20 p.m. Mr. Cummings seconded the motion. All voted unanimously. <br /> NEW BUSINESS <br /> Review of ANR Plan submitted by applicant property owners Neil A. Barney& Kathleen <br /> Garvey. Equal land swap between 4 Ash Street and 25 Devon Street-The Chair read the <br /> request for the record. Mr. Lehrer noted that the applicants were not present and the updated mylar <br /> with language changes, per Mr. Rowley's recommendations, had not been submitted. There was <br /> consensus to wait for the arrival of the applicants. <br /> Tom Bunker, BSS Design, arrived to represent the project proponent. Mr. Rowley indicated that the <br /> request was a simple land swap and his comments involved the way in which statements for Planning <br /> Board signatures would be placed on the plan. The land swap did not impact the area of each lot and <br /> the frontage was not affected. <br /> Mr. Bunker confirmed the changes requested. Mr. Bunker stated that Parcels X and Y featured an <br /> equal area, 416 square feet conveyed one to the other, so that the total land area would not change, but <br /> would allow the parcel with the home to have a larger back yard. <br /> MOTION: Mr. Balzarini made a motion to accept Approval Not Required, as presented. Mr. <br /> Cummings seconded the motion. All voted unanimously. <br /> Planning Board members signed the plans. <br /> October 15, 2015 Town Meeting Recap-Chairman Waygan distributed a list of approvals <br /> from Town Meeting. Mr. Balzarini commended Mr. Lehrer for his work at his first Town Meeting. <br /> The Chair suggested consideration of Mr. Fudala's comments about the Light Industrial Overlay and <br /> Mr. Lehrer agreed to consider amending the proposed Bylaw. Mr. Lehrer suggested the addition of the <br /> use table under the accessory section in the district's overlay. Mr. Lehrer agreed to create a draft and . <br /> noted that he would also bring back the design guidelines to be further discussed with the Board. <br /> OLD BUSINESS <br /> Review and Sign Willowbend Special Permit Modification 935,Approved 911118-Mr. <br /> Lehrer noted that the agenda should have read Modification 35, not 34, and confirmed that the Special <br /> Permit Modification had been forwarded to Attorney Jack Mcllhinney and no comment was received <br /> back. Mr. Lehrer confirmed that the Plan Sheets listed had been as approved by the Planning Board. <br /> The Chair suggested taking a closerlook at the conditions. Mr. Lehrer responded that the conditions <br /> were as described in the minutes and from review of the meeting video and based on Mr. Rowley's <br /> recommendation and as approved by the Planning Board. <br /> 2 <br />
