ENVIRONMENTAL REVIEW OF A NEEDS ASSESSMENT REPORT WILL FOLLOW,AS DETAILED IN PHASE II B. ENGINEER shall prepare an Alternative Screening Analysis Report as described below: Combine appropriate portions of Phase III, IV, and VII C and G. • Prepare the report in accordance with DEP.wastewater planning guidance documents. • Attend a regulatory review meeting with DEP, CCC,CMAST CZM and DMF to review findings of the report. • Attend a MEPA and/or CCC public hearing for this phase. • Print and distribute up to 45 copies of the report. C. ENGINEER shall prepare a Recommended Plan/Draft Environmental Impact Report(DEIR)as described below:, • Utilize the approved Recommended Plan as accepted by COMMISSION in Phase VI along with necessary environmental impact information to produce the DEIR. • Attend a regulatory review meeting with DEP, CCC, CMAST CZM and DMF to review findings of the report. • Attend a MEPA and/or CCC public hearing for this phase. • Print and distribute up to 45 copies of the report. D. ENGINEER shall prepare a Recommended Plan/Final Environmental Impact Report(FEIR) as described below: • Utilize the DEIR and respond to regulatory comments. • Attend a regulatory review meeting with DEP, CCC, CMAST CZM,and DMF to review findings of the report. • Attend a MEPA and/or 000 public hearing for this.phase: • Print and distribute up to 45 copies of the report. Phase IX Public Participation Outreach. A. ENGINEER shall perform the following Public Participation Outreach: • Present project updates at two public meetings during the duration of the project. • Present each phase of the project at COMMISSION Meetings as described in earlier phases of the project scope. • Work with the COMMISSION to coordinate and develop agendas for the meetings. • Develop a project mailing list of interested Town groups, individuals, and media outlets that will be notified before each meeting. If desired by the COMMISSION, ENGINEER will send out the notices. The notices will also be used to solicit public input: • Prepare four brochures during the project, and print 2000 copies of each for delivery to the COMMISSION. Brochures will be on one double-sided I I"x 17"page. • Appear on one cable TV appearance and produce one video with the production system of the Cape Cod Technical High School to be made available to public access TV, schools, the library, and community groups. • Prepare two movable displays. • Develop a Town Meeting campaign to identify key Town Meeting voters and to get needed project information to these key voters.
