The commission may prohibit turf lawns in the <br /> buffer zone.Buffer zones of native, non-invasive plants may be required to reduce surface <br /> runoff. <br /> Additional factors the Commission will consider: <br /> • A vegetated strip should be established between the lawn areas and the <br /> resource area. The buffer strip should contain a mix of native, non-invasive <br /> species or those recommended by the Conservation Administrator to provide <br /> both shallow and well developed root systems as well as a mix of canopy types <br /> and heights to enhance the wildlife habitat. <br /> • A minimum of 6"of loam should underlie the lawn to minimize movement of <br /> phosphorus and nitrogen through the soil. <br /> • A low-impact/minimum fertilizer plan shall be presented. No person shall undertake land <br /> clearing/grading activities exceeding an area of 30,000 square feet without first obtaining a <br /> special permit from the Planning Board.
