Friendly Lawn program was also provided by Dr.Robert Duncanson and was included in the <br /> review. <br /> 4.1 REGULATORY PROGRAMS AND STANDARDS <br /> A-Model Ordinance for the Protection of Water Qualfty and Quanti1y Using Florida-Friendly <br /> Landscapes <br /> Source: http://www.dep.state.fl.us/WATER/nonpoint/docs/nonpoint/ffl-mo-ccr-1-09.pdf <br /> The ordinance applies to all new,redeveloped, or rehabilitated landscapes for public agency <br /> projects and private development projects, including industrial, commercial, residential, and <br /> recreation projects,that involve new single-family and two-family homes. The focus of this <br /> ordinance is on preserving water quality and encouraging conservation of water resources. <br /> The ordinance incorporates BMPs (as detailed in Florida-Friendly Best Management Practices <br /> for Protection of Water Resources by the Green Industries) in the following areas: <br /> • Site planning and design; <br /> • Soils; <br /> • Land clearing standards and preservation of native vegetation; <br /> • Appropriate plant selection, location, and arrangement; <br /> • Practical use of turf; <br /> • Efficient irrigation; <br /> • Yard waste management, composting, and use of mulches; <br /> • Fertilizer management; <br /> • Pesticide management; <br /> • Landscape maintenance; and <br /> • Shoreline considerations. <br /> Specific regulations regarding the use of fertilizer include: <br /> • Fertilizer shall not be applied to turf or landscape plants unless a soil or tissue deficiency <br /> has been verified by an approved soil test; <br /> • Fertilizer shall not be applied during the Prohibited Application Period(typically June 1 — <br /> September 30); <br /> • Specified application practices, including the use of a spreader deflector shield shall be <br /> followed; <br /> • Fertilizer shall not be applied to any impervious surface; and <br /> • Fertilizer shall not be applied within ten feet, or three feet if a deflector shield, or drop <br /> spreader is used, of any pond, stream,water course, lake, canal, or wetland. <br /> This model ordinance also includes provisions to require the training of all persons providing <br /> landscape maintenance services for hire. <br /> Applicability for Pleasant Bay: The fertilizer management provisions directly reduce and restrict <br /> fertilizer application and require compliance with BMPs (as identified above).
