The first component is the on-site <br /> (i.e. on-lot) system.The on-site system includes the tank, effluent filter, pumps and controls, building sewer and <br /> service lateral. The second component is the conveyance component; and it is inclusive of the collection mains, <br /> air release valves, odor control filters and shutoff valves. Manholes and lift stations are not normally required. <br /> In the context of the overall wastewater collection system cost, the 0&M of STEP collection mains is normally <br /> insignificant. An 0&M program for STEP collection mains typically only includes inspection and exercising air <br /> release shutoff valves in accordance with the manufacturer's recommendations, and replacement of media in <br /> any odor control filters (if they exist). While most STEP systems are constructed with a few cleanouts that <br /> facilitate the ability to pig or flush the mains, pigging or line flushing is rarely, if ever, necessary. Breaks in or <br /> leaks from collection mains are rare and require very low cost to repair, compared to conventional sewers. <br /> 0&M costs for STEP systems are almost entirely attributable to the on-site conveyance pipes, tank contents, <br /> effluent screen, and pump portion of the system. Accordingly, the decisions made by STEP operators relative to <br /> on-site materials, installation quality and 0&M protocols can have a profound impact towards the overall cost of <br /> the STEP System. Understanding the idiosyncrasies of material selection, installation quality and 0&M protocols <br /> is the key to understanding the characteristics of a properly constructed and maintained STEP system. <br /> The 0&M of on-site pump systems is best served when the on-site components are managed by the system <br /> owner.Access to on-site infrastructure that is owned by the management entity is normally facilitated by an <br /> easement to the system. Alternatively, some STEP operators have successfully utilized a combination of Service <br /> Tariffs and/or Service Agreements that are intended to grant 0&M access while preserving the rights of both the <br /> operator and the customer. While private ownership and home owner associations (HOAs) can sometimes <br /> succeed at providing 0&M for the on-site system, these options have a poor track record owing to their inability <br /> to legally require needed 0&M. Homeowners are generally unqualified to perform required 0&M tasks. In <br /> practicality, most homeowners are willing to grant access to a STEP system on their property for 0&M rather <br /> than face the burden of maintaining wastewater infrastructure themselves. <br /> All STEP packages should be carefully evaluated to establish the best value for the utility owner. In its simplest <br /> form, the concept of a STEP system can be achieved by using a standard septic tank and placing a pump on a <br /> concrete block. Conversely, a STEP system can be a pre-engineered package that integrates the tank, pump, <br />
