r <br /> Commissioners signed the voucher, <br /> Discussion Items 'a <br /> -Joint Meeting with water District,Board of Selectmen & NnComm-Chairman Fudala <br /> referenced the meeting regarding the establishment of a Water& Sewer District. The Chair <br /> 4 stated that the Sewer Commission was unable to discuss the 4 points adopted at the Sewer <br /> Commission's previous meeting which included 1 -encouraging the Water District to become <br /> Water& Seger District; 2 recommending the Water& Sevier Commission be enlarged from <br /> to 5-7 members; ensuring that the taxpayers not be double charged for item's that have already <br /> been paid for and inviting current Water District Commissioners to join the planning process. <br /> -Commissioner Lyons, Fertilizer Impact& Management-The Chair stated that Dr. Howes <br /> was provided with a copy of Mr. Lyons"'Flushing Proposal' document but was unsure o <br /> whether or not a response was received since Chairman Fudala's computer had not been <br /> accessible. Mr. Lyons stated that se Tering was a major issue and necessary to sage the quality <br /> of life in Mashpee. fir. Lyons draped a document to quantify the amount of nitrogen being <br /> added to Mashpee's estuaries. Mr. Lyons esthnated 85,000 lbs. of nitrogen compounds were <br /> being added to the mater, equivalent to 8,500 50 ib_ bags of 0%fertilizer. Mr. Lyons proposed <br /> that cleaning up the higher density areas down to 3 nig. of nitrogen per liter could remove 43% <br /> of the nitrogen out of the system. ff 43% the nitrogen was removed in the critical areas, such <br /> s the head waters, there would be an.immediate positive impact toward meeting the TUD . <br /> Mr. Lyons also invited Mr. Gregg to review his document. Chairman Fudala reported that <br /> 50.8% of the nitrogen must be removed,from Popponesset to meet the targets. <br /> Intermunicipal.Issues <br /> Barnstable Issues/Sandwich Issues <br /> Chairman Fudala referenced the $27,000 set aside by the Water Collaborative to fund mediation <br /> among Mashpee and its surrounding towns to determine a fair method for meeting the TMD ; <br /> targets. Discussion has still not begun. The Chair discussed the Popponeset Pilot-Project at a <br /> recent Barnstable CAC meeting. The Chair noted that the Project had been initiated to develop <br /> fair share approach to addressing issues in a shared watershed and to establish a ystem for <br /> nutnent credit trading_ UMa. s Dartmouth calculated, system vide, the amount of nitrogen that <br /> would creed to be removed to meet the TMDL. It was determined that 50.8% needed to be <br /> removed. The Barnstable CAC has voted to wept the approach, with a recommendati n to the <br /> Town Council to accept the approach and proceed toward establishing a Memorandum of <br /> Understanding with Mashpee. Chairman Fudala noted that the Mashpee BOS has not yet made-a <br /> commitment to the concept. The Chair discussed nutrient credit trading and noted that Sandwich <br /> would need to remove 6 tunes as much nitrogen due to attenuation. The Chair stated that there <br /> has not yet been a similar project for East Wacluoit Bay, al hdugh G D determined a similar <br /> figure when they completed the scenarios. The Chair stated that a new representative was <br /> needed for Barnstable and recommended that Mr.'Gurnee be considered. Mr.Lyons offered to <br /> contact Mr. Gurnee. <br /> New Developments/Existing Developments Requiring Wastewater Treatment Plants <br /> -Wampanong village 40B Project-Chairman Fudala rioted that Warnpanoag Village was <br /> planning to install a 40,000 gallon per day RBC treatment plant, with a need for 15,000 gpd.
