There were no additional public <br /> comments. <br /> Mr. Rowley reported that he met with Holmes McGrath on two occasions, when several issues were <br /> discussed, some of which were addressed this evening. Mr. Rowley had also expressed concern and <br /> conf r=ed that there was no landscaping in the area adjacent to the l ilts.property which features a <br /> 4-S foot slope. Mr. Rowley coed that the parld.ng lot would be above glade.and that sound and <br /> light would be issues requiring consideration of a fence and tandscaping-to reduce headlight glare <br /> and car sounds. Mr. Rowley stated that several issues, such as.grading and stormwater <br /> n anagement,particularly mound the Mills property, have been addressed. Mr. Rowley referenced <br /> the Rt. 28 emergency access and inquired whether a curb-cut permit would be named from Mass - <br /> Highway and was informed that it would not be necessary. lair. Rowley reported that Fire Chief <br /> Baker had not seen the acmes road design for some time,.so Mr. Rowley forwarded copies of the <br /> access road details. Chief faker was seeking an adjustment to the design of the surfime as well as <br /> the addition of a hatadiap ramp to prevent fire vehicles from-having too jump a inch curb. Mr. <br /> Rowley stated that issues fturn his July 25" letter have been mWessed by Mr. McGrath. Mr.. <br /> Rowley bas not viewed the lighting or landscaping plan. Mr.Rowley recommended approval with <br /> the conditions listed on pages 2 and3 of his August YdIetter. <br /> There was discussion regarding-the IVI <br /> of a decision. S. Cox offered t f t r a decision <br /> which would be reviewed and adjusted by Mr. Fudal.a.. Ms. Cox noted that a Mass DOT permit <br /> would be needed and the Fire Department attended the Plan Review meeting aid indicated that <br /> they could ride over the curb,but U=the issue would be discussed further with the Department. <br /> 11r. Petersen inquired whether there would be signage idenffying the emergency mess as such. <br /> Ms. (pox responded that it was intended that a curb would be elimin the need to <br /> mm*it as emergency aocess only. Ms. Cox stated that she would be discussing the curb versus a <br /> ramp with the Fire Department. Ms. Cox further sued that the access would be a meandering <br /> sidealk, as required by the Cape Cod Co ion,with reinforced concrete covered by grass <br /> pavers to enable access by emergency vehicles. Aix. Petersen expressed conn that the aces <br /> could be confusing,enabling people to use it as a driveway. Mr. Rowley responded that the <br /> sidewalk would appear as a 4 foot sidewalk. NIz. Rowley also noted his recd 'ora that the <br /> tree linebe pushed back to allover mess for the appwaWsand snow clearing. Chairman Waygan <br /> suggested including signage in the conditions. Mr. Rowley offered an alternative of using.sloped <br /> granite edging in place of a 6 inch curb or handicap ramp. <br /> W. Bal zan'niinquired whether the construction would be a prevailing wage job given the use of <br /> fedeml funds and the to .a on of workers. Kristie Murphy, project manager from X Scanlon, <br /> responded that they were a bid list with preference for local workers. Regarding piing <br /> wage,Ms..Gardner responded that the funds were awarded from the Recovery and Reinvestment <br /> Act which did not require that it be prevafling wage. <br /> Mr. 1Vlul.lin,Mr. Petersen and Mr.l ooharian indicated their sqport of the project. Chairman <br /> w ygan stated her intent to ene' along the Bill perty.
