The amendment would modify the existing interim <br /> regulation to limit its applicability to the Craigville Beach Zoning District and effectively remove <br /> nitrogen-loading limitations. The net effect of the proposed action will be to worsen existing <br /> conditions in Popponesset Bay, a regional resource shared by the Towns of Barnstable, Mashpee, <br /> and Sandwich. <br /> The reason for the proposed modification is that the Interim Regulations were to be temporary <br /> and the Town is currently engaged in a number of significant 'initiatives to address nitrogen <br /> reduction in estuary systems by the proposed total maximum daily loads (TMDL). While that <br /> rationale sounds reasonable, the reality is that the Town of Barnstable continues to lack a <br /> comprehensive plan to remediate share of the nitrogen load in Popponesset Bay so taking action <br /> that will worsen the condition of the Bay is inappropriate.Were such a plan to exist it might then <br /> make sense to review this interim regulation, but to do so without a full plan in plan is <br /> irresponsible. <br /> Thank you for your consideration of our views on this important matter. <br /> Sincerely, <br /> Carol A.
