Although the existing <br /> Article had been in place since 1983, only one person recently applied for the permit, despite travel <br /> trailers being present all over town. The Chair stated that the Board was interested in considering the <br /> sire of the trailer, Mr. Cummings provided a document with sizing and wording of different classes of <br /> trailers. The Chair felt that larger vehicles should still be considered by Flan Review. It was <br /> determined that wording would all smaller trailers by right but over 30 feet would be considered b <br /> Plan Review. Mr. Fudala will redraft the Article. <br /> Town Planner proposed zoning article re: �-stork�50 ft. hotel height limit-Mr, Fudala <br /> redrafted the Article to reflect the Cape Cod Commission guidelines. Board members expressed the - <br /> preference to further review the content, with a first week of July deadline. The Chair stated the <br /> benefit of guideline usage to break up rooflines to make larger buildings look smaller. <br /> Town Planner proposed zoning article re: Drive-through facilities in C-2 zoning district <br /> The Chair planned to reach out to the Chamber of Commerce for feedback. <br /> Chairman's Report on Planning DepartmentStaffing-The Chair reported that she and Mr. <br /> Weeden had attended a meeting with the Town Manager and Assistant Town Manager regarding <br /> Planning Department staffing and Mr. Fudala's planned retirement in January 2018. Maria Silva, part <br /> time Administrative Assistant (19 hours), has been hired to assist Mr. Fudala, Starting salary for a <br /> Town Planner according to the Union Contract was r <br /> 9 000. M . Fudala suggested that the salary did <br /> not appear to be Town Planner level and Ms, wa gan provided examples of current open position <br /> salaries. The Chair stated that a range of 73,000w , as set b inion ontract, would be <br /> advertised for Mashp ee's Town Planner beginning in September, There was also discussion regarding <br /> developing aMemorandum of Agreement to offer to the new hire the position of Assistant Town <br /> Planner until Mr. Fudala's retirement, to allow for overlap. The funds set aside for Assistant Town <br /> Planner would be utilized to bridge the overlap and/or pay Mr. Fudala as a consultant to the Planning <br /> Department. The Chair clarified that three Ball time positions had been. authorized b Town. meeting <br /> p <br /> but that only one fullti me and two part time positions had been funded. The Chair stated that next year <br /> she would be pushing to fund a full time Assistant Town Planner, but there was not fret a commitment <br /> from the Town Manager's office. The Chair recommended contingency plans for the transition as well <br /> as to become familiar with the financial arrangements for consultants, including Mr. Rowley. A <br /> selection committee will be identified to assist with the hiring for a new Town planner and Mr. <br /> Balarini and Mr. Cummings expressed interest. <br /> Mashpee Commons ZoningArticle-Mr. Fudala reported that he had been drafting a big <br /> Zoning Article but Mashpee Commons returned a different Article. The Board noted that Mashpee <br /> Commons did not wish to build 40B due to the cost. There was discussion that an article may be <br /> p <br /> lased on the warrant by the Board of Selectmen due to time constraints. Tony Simon has requested <br /> contact information of all of the planning Board members to have sequential discussions about the <br /> issue. The Chair felt that would not meet the requirements of Open Meeting Law. The Chair stated <br /> that it was not likely that aoning Bylaw, not worked on by the Planning Board, would pass and <br /> would took odd at Town Meeting. The Chair had been in receipt of the draft from Mr. Simon and the <br /> topic was discussed in the meeting with the Town Manager, including past interactions regarding <br /> Commons' <br /> ee <br /> Mashp plans and bylaw changes. The Chair suggested the possibility of workshop <br /> meetings with Mashpee' Commons. There was discussion regarding the changes over the years to the <br /> p <br /> 11 ashpce Commons' plan, friendly 40B and bylaw changes and components of Mr. Fudala's bylaw. <br /> The Chair will reach out to the Attorney General to know how best to handle individual meetings. The <br /> Chair added that she had seen a trend of developers pulling back from.40B, declaring the costs as <br /> prohibitive. Mr. Fudala added that there was a meeting among Mashpee Commons, the Town <br /> Manager, Assistant Town Manager, Selectman Gottlieb and Selectman O'Hara and suggested the <br /> possibility of adding two planning Board members to create a committee. Mr. Fudala noted that he <br /> had drafted an Article he felt would be well received by the planning Board and Torn Meeting. <br /> 4 <br />
