Municipal Buildings & Facilities <br /> Introduction <br /> The Municipal Buildings and Facilities Plan, of which this is a summary, was developed as <br /> an element of Mashpee's Comprehensive Plan. After review by the subcommittees and <br /> the Planning Board, key portions are planned for adoption by Town Meeting and <br /> certification by the Cape cod commission. The plan addresses existing conditions, goals <br /> and objectives, planned renovation and new construction, andJro'ected needs in 2004 <br /> p <br /> and buildout for Mashpee's Town Hall, D.P.W Garage, Library, Archives Building, Senior <br /> rY g, <br /> Center, cemetery, and the Wampanoag Museum. (Public Safety and School facilities are <br /> covered in other plans.) <br /> After review of the Cape cod commission's Regional Policy Plan requirements, <br /> Mashpee's public opinion survey results and goals, objectives, and policies pertaining to <br /> Town buildings and facilities, a subcommittee of representatives contributed information <br /> regarding their respective buildings and facilities. Information about each facility, along <br /> with any existing plans for renovation, expansion and/or new construction, was followed <br /> by an analysis of the projected needs in 2004 and at town buildout for each facility, along <br /> with recommendations for any new facilities not currently being provided by the Town. <br /> Population projection information, provided by the Town Planner, was used in <br /> determining projected needs. The projected needs were based on two things: 1) standard <br /> levels of service, where such information was available and 2) population projections for <br /> 2004 and buildout. Available options and the Town's fiscal capacity to meet the projected <br /> needs, as well as sources of alternative funding are presented. Finally, a policy plan was <br /> developed with a recommended 5-year capital Improvements Plan, procedural and <br /> regulatory recommendations, and year 2004 and buildout recommendations for municipal <br /> buildings and facilities. <br /> The concept of weighted population was used to determine needed level of service for <br /> Mashpee's facilities. Since Mashpee not only has a year-round population but a much <br /> larger summer population that is not reflected in the U.S. census, use of a weighted <br /> population allows the Town to design its services for both the year-round population and <br /> the corresponding increase of its summer population. It is calculated by taking the year- <br /> round population and multiplying it by .75 (for 9 months), then taking the summer <br /> Population and multiplying it by .25 (for 3 months: June, July and August). These two <br /> numbers are added together to create a "weighted population." <br /> Goals & Objectives <br /> The process by which Municipal Buildings & Facilities goals and objectives were <br /> developed is detailed in the full-length plan, On January 3, 1990, the Mashpee Planning <br /> Board voted to adopt the following: <br /> COAL #1: TO ENSURE ADEQUATE MUNICIPAL FACILITIES TO MEET COMMUNITY <br /> NEEDS. <br /> COAL#2: TO ENSURE THAT THE LOCATION AND CONSTRUCTION OF <br /> MUNICIPAL BUILDINGS & FACILITIES IS CONSISTENT WITH MASHPEE'S <br /> OTHER PLANNING GOALS, <br /> 1 <br />
