e '
J. To ensure that all Town buildings and facilities are in compliance with the
requirements of the Americans with Disabilities Act.
Summery of Facility Inventory with Projected Needs (see Map 1)
Town Hall(see Map 2)
Existing Facilities
The Mashpee Town Hall is located on Great Neck Road North, in a building known as the
Davis School in the historic center of Mashpee, The Davis School consisted of an original
1932 structure, a 1960 addition and "temporary" portable classrooms installed in 1973. In
the early 1980's Town offices were moved into the Davis School building.
g
The following Town offices are located in Town Hall: Accountant, Assessors Board of
Appeals, Board of Health, Building Department, Community Development, Conservation,
Data Processing, Economic Development, Executive Secretary/Office of the Selectmen,
Leisure Services, Maintenance, Personnel, Planning, Town clerk and Treasurer/Tax
Collector.
Although the building had received limited maintenance, including installation of new
windows, a mayor renovation was required to meet the current needs of the Town. The
Municipal Offices TaciUties Studv, prepared by Donham & Sweeney, Inc. in June 1995,
suggested that the current 13,000 square feet be increased to 29,000 square feet. This
figure was based on a space needs assessment for each Department with offices in Town
Hall. The cost for the total expansion is an estimated $3.1 million. The Town Hall
Building Committee recommended this expansion project be done in two phases to limit

development costs in the first phase to $1.5 million.
This proposal will provide, by the fall of 1996, enough additional space to satisfy
g p Y
immediate future needs for all Town D is presentlyro rammed in the building
P g g
and provide for an increase t 000 t. Phase I, as designed by pro'ect
architects Strekalovsky and Holt, Inc., will make use of the basement of the ori 'nal Davis
School. A major component of Phase I is the removal of architectural barriers and
complete compliance with American Disabilities Act (ADA) requirements. The total
estimated cost associated with removal of architectural barriers, including the installation
of an elevator, is $348,048, funded through a grant from the Massachusetts Community
Development Block Grant Program: Community Development Fund.
Projected Needs in 2004
The expansion planned for the second phase is expected around the year 2006. Therefore
ore
planning should begin by 2004. This expansion will add 10,000 square feet to the 1996
project, for a total of 29,000 square feet. Estimated cost of this phase is $1.6 million.
Other general maintenance should be conducted as part of the secondP hase to minimize
disruption to Town business. A nature trail may be considered for the wooded area
behind Town Hall,
Projected Needs in Buildout
When buildout approaches, if the space within Town Hall does not meet the
recommendations of the 5-year space needs assessment being proposed in this plan,
3
