Fiscal capabilities <br /> The Town of Sandwich received a federalrant to construct their cemetery.metery. Mashpee, <br /> through its Community Development Administrator, should explore the availabilityof this <br /> i <br /> grant n the construction of our cemetery. Also since each grave plot will bringin <br /> revenue, perhaps some construction costs can be off set through funds generated b lot <br /> - g YP <br /> sales. Labor through the Otis Military Complex may assist in the site engineering. <br /> � <br /> Other Facilities j <br /> Public Safety Facilities including Police, Fire and Harbormaster buildings have been <br /> included in the Public- g <br /> c Safety element. Schools are covered in the Schools Facility <br /> Element, which is an update to the School Facilities Plan done in 1993. Recreation <br /> rection <br /> facilities are a part of the open Space and Recreation element, <br /> The two other identified facilities needed for the Town of Mashpee, which are not <br /> currentlyavailable P r <br /> e for Town residents, are a community center andswimming pool, are <br /> discussed in the full-length version. <br /> Action Plan <br /> Recommended Town Policies <br /> The following policies are proposed to guide Town agencies, residents and developers in <br /> achieving the Town's Municipal Buildings and Facilities goals and objectives. <br /> 1. To develop and maintain estimates of current and projected needs for municipal <br /> buildings and facilities a p <br /> s g and to update such estimates at least once every five years. <br /> _ As part of the Comprehensive Planning Process, updates to the Comprehensive Plan . <br /> are required by the Cape Cod Commission Act every 5 years. All updates to this <br /> element should include review of current and projected needs for s municipal buildings <br /> g <br /> and facilities to mare sure the plan reflects the latest available information. Town <br /> Department heads should make their recommendations based on identifiedro ram <br /> P g <br /> needs, on standard levels of servicewhere available and applicable)� pp ) and/or by <br /> comparing similar facilities in other communities of a similar size and character. <br /> 2. To involve all Town departments and the general public in the preparation and <br /> updates of needs estimates for municipal buildings and facilities. <br /> L= <br /> During the planning process for the expansion and renovation of Town Hall, all <br /> Departments were involved in conducting a space needs assessment. This practice <br /> should be adopted as a standard procedure. In addition, a similar process should occur <br /> during the 5 year updates. The general public can be involved in thisrocess b <br /> P Y <br /> conducting at least one public hearing, perhaps during the draft stages of thisP rocess. <br /> 3• To develop and maintain a coordinated ' <br /> . p ed plan for constructing and funding municipal <br /> buildings and facilities which is consistent with the Town's other la <br /> g planning goals and <br /> available revenues and to update such plan at least once every five years* <br /> All capital facility-related plan elements are required to have a five-year Capital <br /> Improvement Plan, which takes all projects and shows the cost, years needed to <br /> complete payment of the project, and how such project will be financed.
