Library <br /> In FY 2000, $15,000 has been identified for a library expansion study. The Town's current <br /> t nt Pian has included the cost of a 5,000 square foot expansion <br /> that <br /> Capital Im roveme <br /> However, based on the <br /> would start in FY 2001. Per comments received for the full-length draft, the Library <br /> p <br /> Trustees and Head Librarian would like to explore the cost of building a library that <br /> would serve the Town through buildout. The library expansion study also should <br /> determine the estimated costs for this option. This plan.has identified potential alternative <br /> funding sources for the library expansion, which include the use of impact fees once the <br /> Comprehensive Plan is certified by the Cape Cod Commission, to assist in funding library <br /> construction. <br /> Archives <br /> The normal maintenance currently planned for this facility does not qualify for the Capital <br /> Improvements Plan, since individual items are not over $10,000. A whole set of items <br /> related to the renovation and expansion of this facility are needed, but due to fiscal <br /> constraints and the more detailed planning needed, these have been proposed for 2004. <br /> To identify the cost of these projects and to provide more detailed site planning and <br /> engineering, an Archives Building Renovation Study should be programmed for FY 2001, <br /> at an estimated cost of$15,000, similar to studies for the Indian Museum and the Library. <br /> Indian Museum <br /> The Museum just received approval for the design of its renovation, along with a <br /> PP g <br /> proposed museum addition. The design should include cost estimates. This project is <br /> being proposed for two phases. Phase I, the renovation, is critical to preserve the integrity <br /> of the Avant House. once the design is complete, Phase I should be placed onto the <br /> Capital Improvement Program. This plan proposes that renovation of the Avant House <br /> begin in FY 1998. It is realized that funding will need to be worked out. <br /> Senior Center <br /> Although expanded just as recently as 1993, the growth of the Town and its senior <br /> population has placed heavy demand on this facility, particularly its meeting spaces. To <br /> address this issue and other identified needs, a $15,000 Space Needs Study has been <br /> placed on the Town's Capital Improvement Program in FY 2000. Also listed on the town's <br /> current Capital Improvement Program is $336,000 for the Adult Social Day Care program, <br /> which is one of the Council of Aging's identified needs. As currently proposed, the <br /> payment of the additional space needed to house such a program would start in FY 2002. <br /> This project does not address any of the other identified needs such as the kitchen and <br /> meeting facilities. The Space Needs Stud results should indi <br /> Y cate if it is practical to <br /> include all projects at one time, or if these other needs should gait until 2004. <br /> Cemetery <br /> An expansion of the existing cemetery and the clearing of 5 acres for a new cemetery on a <br /> parcel are expected within the next five years. The cost of clearing the existing cemetery <br /> needs to be determined, particularly if it totals over $10,000. If so, it will be need to be <br /> programmed onto the Town's CIP process. <br /> For the new cemetery, a detailed plan is required to determine a number of items, <br /> which <br /> q <br /> include: who will design this new cemetery, how much will that cost, how much it Will <br /> 32 <br />
