Page 3 <br /> Board of Selectmen <br /> Minutes ' <br /> September 30, 1996 <br /> APPQLNTMENTS AND HEARINGS. <br /> Elinoce Committee Issues: <br /> Finance Committee Chairman, Sidney Golub indicated that his committee <br /> has not taken a position on the Bufflehead Bay land acquisition article. <br /> Tom Fudala,the Town Planner offered to discuss this matter with <br /> the Finance Committee prior to the October Town Meeting. <br /> In other matters,Mr. Golub indicated that Article#2 of the October Town <br /> Meeting warrant proposed for the new Administrators Unit is in excess of <br /> the 11% guideline as negotiated with other Town Union contracts. <br /> The actual increase is 13.8% stated Mr. Golub. <br /> W. Whritenour clarified the above, and stated that the figure as presented <br /> u <br /> is 11% as agreed upon. Several key positions were reclassified, and <br /> adjusted in accordance with the Massachusetts Municipal Association study. <br /> EUBLIQ CGMIMENT: <br /> Evelyn Webb presented a prepared statement to the Board signed b (42) ; <br /> � y <br /> residents of the Sampson's Mill, Cranberry Drive, and Cape Drive area in <br /> opposition to the proposal to divert traffic from Rte. 28. (enclosed) <br /> It has come to our attention,that a grant application is bung sent to the <br /> MA Highway Department to request funds to relocate Sampson's Mills <br /> Road stated Ms. Webb. j <br /> The purpose of this destruction is to divert traffic entering and leaving <br /> Augat, and the businesses on Bowdoin Road from Rte. 28, a state highway <br /> built for traffic and businesses onto our narrow residential roads where <br /> many children reside stated Ms. Webb who noted that increased area <br /> traffic will further diminish property values. <br /> On behalf of the Board,Mr. Whritenour will further review this matter. <br /> It was noted that the Board is not aware of the pending grant application. <br /> Discussion followed with respect to the recent contamination issue effecting <br /> the above neighborhood. Mr. Whritenour was directed by the Board to <br /> obtain written comment from Town Counsel with respect to reimbursement <br /> issues pertaining to water hook-up fees, betterment, and filtration systems <br /> to assist the area residents impacted by the contamination. <br /> Selectman Caffyn suggested the Board obtain further input from the <br /> Board of Health to assist in this matter of concern. <br />
