DRAFT 41 MAY 2019 SPECIAL &ANNUAL TOWN MEETING WARRANT Page 7 <br /> Article: <br /> To see if the Town will vote to appropriate and transfer from the Community Preservation Fund <br /> Historic Preservation Reserve, in accordance with the provisions of M.G.L. Chapter 44B §5, the <br /> sum of$400,000 for the purpose of funding the Mashpee Parsonage Restoration Project including <br /> any necessary costs and expenses related thereto as recommended by the Community <br /> Preservation Committee,said sum to be disbursed subject to and contingent upon prior execution <br /> of a Memorandum of Understanding between the fund recipient and the Board of Selectmen <br /> establishing milestones for full Project funding and a schedule for release of the subject <br /> appropriated CPA funds in relation thereto, and,further,subject to the recording of a Preservation <br /> Restriction to assure that the subject historic property's intrinsic values will be preserved through <br /> any subsequent ownership by restricting the demolition or alteration of its significant historic <br /> features, all as recommended by the Community Preservation Committee, or take any other <br /> action relating thereto. <br /> Submitted by the Community Preservation Committee <br /> The Community Preservation Committee recommends approval of Article _by a vote of 4-3. <br /> Explanation:The project seeks to restore and preserve on the few remaining historic buildings in <br /> Town,the Tribal Parsonage. The building has fallen into disrepair and requires immediate action <br /> before the structure is lost. This project represents a partnership between the Town and the <br /> Wampan-oag Tribe and relies on the Tribe raising the balance of the funds needed to complete the <br /> reconstruction. The details and timing of the release of funds to the Tribe for work that is <br /> completed will be based on a Memorandum of Understanding between the Town and the Tribe. <br /> The Board of Selectmen recommends approval of Article by a vote of <br /> The Finance Committee recommends approval of Article by a vote of <br /> Article <br /> To see if the Town will vote, as recommended by the Community Preservation Committee, to <br /> appropriate and transfer from the Community Preservation Fund Budgeted for Appropriation <br /> Reserve in accordance with the provisions of M.G.L. Chapter 44B §5, the sum of$300,000 to the <br /> Mashpee Affordable Housing Trust ("Trust"); said funds to be held and expended by the Board of <br /> Trustees of said Trust for the purpose of Affordable Housing, including any necessary costs and <br /> expenses related thereto as recommended by the Community Preservation Committee provided, <br /> however, that said sum shall be used exclusively for community housing and shall remain subject <br /> to all the rules, regulations and limitations of M.G.L. c. 44B when expended by the Trust, shall be <br /> accounted for separately by the Trust, and, provided further, that at the end of each fiscal year, <br /> the Trust shall ensure that all expenditures of said funds are reported to the Community <br /> Preservation Committee, or take any other action relating thereto. <br /> Submitted by the Community Preservation Committee <br /> The Community Preservation Committee recommends approval of Article _by a vote of 8-0. <br />
