DIArT i42 N4AY 2019 SPDC' I., & ANNUAf, J'0WN N4l-l_.rrlNG WARRANI' Page 20 <br /> Article 10 *HOLD* <br /> To see if the Town will vote to appropriate the sum of $50,000, or any other amount deemed <br /> necessary, for the purpose of funding the Mashpee Library project "Preserving our Past: <br /> Digitization of the Mashpee Enterprise Newspaper", or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: The goal of this project is to digitize the content of the Mashpee Enterprise weekly <br /> newspaper from the beginning of its publication in 1994 to the present. Digitization of the content <br /> to a public online archive will preserve this valuable historic resource while making it easily <br /> accessible and searchable to those in the Mashpee community and beyond. <br /> The Board of Selectmen recommends approval of Article 10 by a vote of*HOLD* <br /> The Finance Committee recommends approval of Article 10 by a vote of <br /> Article 11 (Design of Phase 1 of the Sewer Collection System) As per Town Counsel <br /> Change from Sewer Commission to a Debt Exclusion Article Submitted by the Board of Selectmen <br /> To see if the Town will vote to transfer from available funds or authorize the Treasurer to borrow <br /> the sum of $1,640,000, and to appropriate said sum to the Sewer Commission Collection System <br /> Design Account for the purpose of completing the design of Phase 1 of the sewer collection system <br /> to be connected to the municipal wastewater treatment plant to be located adjacent to the Town's <br /> solid waste transfer station; provided, however, that any borrowing authorized hereunder shall be <br /> expressly subject to and contingent upon approval by the voters of the Town of a ballot question <br /> to exclude from the limitations of Proposition 2 1/2, G.L. c. 59, §21C, the amounts required to pay <br /> the principal and interest on any such bonds, notes or certificates of indebtedness; or take any <br /> other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article would provide funding for complete design of Phase 1 of the sewer <br /> collection system to be connected to the wastewater treatment plant adjacent to the Town's solid <br /> waste transfer station. Work on the collection system design would begin in late summer 2019 and <br /> be completed in December 2020, with construction of the sewer collection system anticipated in <br /> 2021 through 2023, pending funding and permitting for said construction.This project is one of the <br /> initial steps implementing the Town's Watershed Nitrogen Management Plan/CWMP. <br /> The Board of Selectmen recommends approval of Article 11 by a vote of*HOLD* <br /> The Finance Committee recommends approval of Article 11 by a vote of <br /> Article 12 (Completing Design of Phase 1 of Municipal Wastewater Treatment Plant) As per Town <br /> Counsel Change from Sewer Commission to a Debt Exclusion Article Submitted by the Board of <br /> Selectmen <br /> To see if the Town will vote to transfer from available funds or authorize the Treasurer to borrow <br /> the sum of $840,000, and to appropriate said sum to the Sewer Commission Wastewater <br /> Treatment Plant Design Account for purposes of completing the design of Phase 1 of the municipal <br /> wastewater treatment plant to be located adjacent to the Town's solid waste transfer station; <br /> provided, however, that any borrowing authorized hereunder shall be expressly subject to and <br /> contingent upon approval by the voters of the Town of a ballot question to exclude from the <br /> limitations of Proposition 2 1/2, G.L. c. 59, §21C, the amounts required to pay the principal and <br /> interest on any such bonds, notes or certificates of indebtedness; or take any other action relating <br /> thereto. <br /> Submitted by the Board of Selectmen <br /> The Board of Selectmen recommends approval of Article 12 by a vote of*HOLD* <br /> The Finance Committee recommends approval of Article 12 by a vote of <br />
