DRAFT#2.MAY 2019 S13EC1At, &ANNUAL TOWN MEETING WARRANT11a 23 Article 17 To see if the Town will vote to establish an Injured on Duty special revenue fund in accordance with the provisions of General Law Chapter 41, Section 111F for the purposes of funding injury leave compensation or medical bills incurred under said law, and to appropriate and transfer the sum of $300,000 from revenue available for appropriation, to be deposited into said Fund, or take any other action relating thereto. Submitted by the Finance Director Explanation: This article would deposit$300,000 into the fund created by Article 16. The Board of Selectmen recommends approval of Article 17 by a vote of 4-0 The Finance Committee recommends approval of Article 17 by a vote of Article 18 To see if the Town will vote to raise and appropriate, borrow or transfer from available funds $599277 to provide for road improvement projects under the Chapter 90 program, or take any other action relating thereto. Submitted by the Department of Public Works Explanation: This article authorizes use of funds which will be 100% reimbursed by the Commonwealth of Massachusetts. The budget approved each fiscal year by the Legislature and Governor establishes the total funding available for Chapter 90 local transportation aid for that year. These funds are then apportioned to the 351 Massachusetts towns and cities. The funding authorized by this article is the maximum anticipated Town's share of the FY20 Chapter 90 program. The Board of Selectmen recommends approval of Article 18 by a vote of 4-0 The Finance Committee recommends approval of Article 18 by a vote of Article 19 To see if the Town will vote to raise and appropriate, borrow or transfer from available funds $30,000 to develop a campus-wide Athletic Facilities Master Plan for the Mashpee Middle/High School, or take any other action relating thereto. Submitted by the Department of Public Works Explanation: This article will fund development of a Master Plan for the existing athletic fields at the Mashpee Middle/High School (MMHS), including the stadium field and track. The number and layout of the fields has not changed since the school's construction in 1996 as a high school. Since that time, the number of athletic teams using the fields in both spring and fall has increased, in part because of the relocation of the middle school to the building and the addition of other sports such as lacrosse. The increased use has made it difficult to maintain the natural grass fields in proper/safe playing conditions. The proposed Master Plan will assess the existing natural grass fields relative to their usage by the MMHS athletic teams and make recommendations on upgrades and improvements to the fields, including potential replacement of grass with synthetic turf and expansion or relocation of fields. The Master Plan will provide concept plans for any recommended changes as well as an opinion of probable project costs for a future funding request.
